Job Purpose
To ensure safe, secure, efficient, and reliable air travel through certification of aircraft and managing compliance of airlines, aircraft operators, training & maintenance organizations with International Civil Aviation Organization (ICAO) Standard and Recommended Practices (SARPS) as domesticated in the Civil Aviation Act [CAP 13:16] as read with applicable Zimbabwe Civil Aviation Regulations and related Policies.

Key Responsibilities

  • Assess new aircraft and aeronautical products for issuance of Type Acceptance Certificates by analyzing certification reports, Type Certificate Data Sheets (TCDS), and Maintenance Review Board Reports (MRBR) from the State of Design/Manufacture.
  • Assess aircraft for imports, initial registration, alteration of registration, and exports.
  • Approve renewal of Certificate of Airworthiness.
  • Approve aircraft maintenance programs by analyzing statistical reliability data for the operating environment, Maintenance Review Board Reports (MRBR) from the State of Design, Maintenance Planning Document (MPD) from the manufacturer, as well as local airworthiness requirements.
  • Approve special flight authorizations (e.g., Permit to Fly for ferry flight to Base).
  • Analyse service difficulty reports and negative reliability trends for recommendation of technical standards and instructions for continuing airworthiness for aircraft models on the Zimbabwe register.
  • Approve registration and temporary import of remotely piloted aircraft/ unmanned aerial vehicles.
  • Manage aircraft maintenance, repair, and overhaul organizations (AMOs) certification projects by planning certification project Gantt charts (Schedule of Events), providing technical & administrative guidance to prospective operators on certification requirements, and implementing measures to ensure projects are completed efficiently and effectively.
  • Conduct AMO certification and renewal audits.
  • Assess and approve organizational training programs by analyzing proposals against each organization’s scope of activities and their complexity to determine if the required competencies and training needs are sufficiently addressed.
  • Approve AMO manuals (e.g. Maintenance Organisation Exposition).
  • Approve AMO Capability by analyzing the adequacy of housing, facilities, certifying personnel, tools, equipment, and technical publications for all aircraft models on the proposed scope of activities.
  • Approve AMO Quality Assurance System for each company by determining if scheduled activities adequately address the full scope of the organization.
  • Approve AMO Safety Management Systems (SMS).
  • Review the airline’s organizational structure and facilities to include main base, line stations, maintenance provisions, including training and quality assurance procedures for issuance and renewal of an airline certificate of operation in coordination with the Flight Operations department.
  • Approve airlines’ Maintenance Control Manuals (MCM) and maintenance contracts.
  • Approve aircraft wet and dry lease arrangements in coordination with Flight Operations.
  • Approve AOC aircraft condition monitoring, reliability programs, and aircraft structural integrity programs.
  • Approve aircraft equipment capability for issuance of specific approvals required for special operations (e.g. Reduced Vertical Separation Mimima (RVSM), extended diversion time operations (EDTO), low visibility operations (e.g. CAT II/III) – in coordination with Flight Operations Inspectors.
  • Approve airline Mass & Balance Program as per Type Certificate Data Sheet (TCDS).
  • Provide advice and recommendations in other areas of CAA responsibility, such as the identification and handling of aircraft dangerous goods.
  • Conduct periodic and unannounced surveillance of maintenance-related facilities including line stations that perform maintenance of airlines’ fleet, making appropriate decisions.
  • Conduct periodic and unannounced surveillance of its air operators’ aircraft undergoing maintenance on the ramp and in the hangar and ensure work is being performed in accordance with the MCM, aircraft maintenance programme, maintenance organization procedure manual, current technical data, and by authorized maintenance personnel;
  • Conduct ongoing surveillance of airlines’ aircraft reliability programs and take appropriate enforcement action should results indicate degraded levels of safety;
  • Conduct periodic and unannounced surveillance of foreign air operators’ aircraft operations with regard to airworthiness matters;
  • Conduct periodic and unannounced surveillance on aircraft engineers issuing aircraft maintenance release certificates.
  • Investigate possible violations of the national law or regulations regarding airworthiness.
  • Investigate aircraft occurrences, incidents, and accidents to establish the root cause and prepare safety recommendations for safety promotion.
  • Approval for return to service of aircraft involved in incidents or accidents by reviewing the adequacy of maintenance and repairs carried out.
  • Propose resolutions to regulatory challenges associated with continuing airworthiness, formulating amendments to regulations as necessary, recommending general and technical policies and procedures on which airworthiness requirements can be improved upon and based;
  • Enforce corrective and legal actions.
  • Participate in Type Certification Board activities;
  • Participate in Maintenance Review Board activities for newly Type Certificated aircraft;
  • Prepare and distribute to the public documents containing all issued Mandatory Continuing Airworthiness (MCAI) and airworthiness advisory material; and
  • Collaborate with other departments and stakeholders on matters relating to the regulations and technical matters.
  • Participate in emerging technologies approach such as remotely piloted aircraft and powered lift in coordination with other stakeholders.
  • Respond to public enquiries on Airworthiness-related issues.
  • Ensure correct revenue is collected by providing financial figures for billing purposes and that invoices are paid before services are provided.
  • Produce Annual Airworthiness Safety Oversight and Risk-Based Surveillance Activities Program by carrying out risk assessment of operators under the purview of the Inspector.
  • Update ICAO Universal Safety Oversight Audit Program (USOAP) Continuous Monitoring Approach (CMA) electronic framework by generating and submitting evidence of the State’s airworthiness compliance with standards.
  • Draft Corrective Action Plans of unsatisfactory protocol questions for ICAO USOAP CMA electronic framework.
  • Approve issuance of Noise Certificates to newly registered aircraft and aeronautical products by analyzing measured noise data against regulatory noise threshold and standards.
  • Approve Airline Emissions Monitoring Program through evaluation of fuel monitoring methods and proposed emission mitigating measures.
  • Verify airline fuel consumption data and preparation of the monthly carbon emissions report through review of fuel data.
  • Assist in drafting the State Action Plan for the Reduction of Aviation Carbon Emissions.
  • Conduct aviation environmental protection awareness and capacity building for stakeholders. (e.g., Sustainable Aviation Fuels) through meeting and training courses.

Requirements

  • 10 years post- apprenticeship experience, of which at least 5 years should be as a certifying licensed engineer
  • Or; 12 years post graduate experience with an Aeronautical Engineering degree, of which at least 5 years should be as a certifying licensed engineer,
  • And
  • Aircraft Maintenance Engineers Licence with at least two type ratings
  • 3 years of supervisory management
  • Instructional experience is desirable.
