The successful candidate will provide strategic leadership in public finance management, accounting systems, financial reporting, and the implementation of policies that strengthen accountability and governance across Central Government, local authorities, and State enterprises.

Key Responsibilities
- Preside over the planning, development, implementation and formulation of policies relating to accounting systems, procedures, rules and regulations.
- Spearhead the reform agenda of public enterprises.
- Follow up on the enforcement of matters raised by the Parliamentary Public Accounts Committee and observations made by the Auditor-General.
- Design adequate and effective controls for public finance management in Central Government, local authorities and State enterprises in line with current national development policies and programmes.
- Oversee the maintenance of effective checks against fraud, embezzlement and negligence involving public resources.
- Superintend the management and control of Government financial reporting systems.
- Direct the management of Public Accounts and ensure the custody and safety of public moneys, securities, negotiable instruments and financial statements.
- Coordinate the consolidation of Central Government reports.
- Appraise and review the financial statements of State-Owned Enterprises.
- Preside over the preparation of special financial reports through the collection, analysis and summarisation of accounting information and trends.
Requirements
- Applicants should possess: Certification as a Chartered Accountant.
- Registration as a Public Accountant or Auditor in terms of the Public Accountants and Auditors’ Act (Chapter 27:12) for a period of not less than five years.
- A relevant higher degree; a PhD will be an added advantage.
- At least 12 years of experience in Public Sector Finance, Auditing or the Banking Sector.
- Thorough knowledge of Public Finance and Public Finance Management Systems (PFMS).
- Ability to interpret accounting policies and regulations.
- Knowledge of the Ministry’s deliverables and relevant Government development policies.
- Ability to build and maintain customer confidence.
- Strong task and programme management skills.
- Ability to work independently and address multidisciplinary issues affecting both the public and private sectors.
- Experience in development politics, donor coordination and Government support.
- Proven ability to respond creatively to problems and mobilise relevant stakeholders.
- Strong interpersonal, teamwork, oral and written communication skills.
- Ability to apply Information Communication Technology in public accounting and related decision-making.
