The Monitoring & Evaluation and Planning Assistant will provide support in the effective implementation of the Monitoring and Evaluation (M & E) system and contribute to the generation of evidence and knowledge for the Horticulture Enterprise Enhancement Project (HEEP).

Key Responsibilities
- Assist in the implementation of the revised project Logframe matrix, ensuring inclusion of gender-sensitive indicators.
- Aid in the development of the results-oriented Annual Work Plan and Budget (AWPB).
- Contribute to the development and maintenance of the project’s overall M & E framework.
- Assist in the reporting process against project key indicators.
- Assist in developing formats for data collection, analysis, and interpretation to track project inputs and results.
- Collaborate with project staff, particularly planning and M & E personnel, to ensure effective implementation of the MIS system, including gender-disaggregated data management.
- Participate in defining requirements for web-based online MIS and offline tablet-based devices.
- Provide support in recruiting, guiding, and supervising organizations or individuals contracted for surveys and studies required for project evaluation.
- Contribute to the development of a capacity-building plan on M & E for project staff at both the national and provincial levels.
- Assist in developing training modules and operation manuals/guidelines on M & E processes.
- Support in conducting training sessions for M & E staff at various levels using a cascade training approach.
- Assist in consolidating gender-sensitive project progress reports.
- Provide support in identifying areas of concern for the project’s M&E system and implementation arrangements, suggesting remedial measures if necessary.
- Accompany the M & E and Planning Specialist on regular field visits to project areas.
- Provide support in implementing recommendations from previous supervision missions.
- Support project implementation in other capacities as directed by the M&E Specialist.
Requirements
- Master’s degree in Agriculture, Economics, Statistics, M & E, Development Studies, Rural Development, Planning or a related field
- Solid knowledge of participatory M & E approaches and techniques.
- Strong knowledge in the development of performance-based indicators.
- Demonstrated experience in the techniques of data collection, data entry, data analysis and design of management information systems to facilitate the planning and decision-making processes within the institution/s
- Working knowledge of written and spoken English
- Excellent analytical and report writing skills.
- Excellent spoken and written English.
- Strong knowledge of computer applications, particularly MS Excel, Word, Access and PowerPoint, STATA and other software packages for data analysis and technical reports.
- At least 5 years of work experience with (a) M & E Design, (b) planning and implementation of the M & E systems, (c) data management and analysis, (e) capacity building and training in M & E development and implementation, (f) use of Geographic Information Systems technologies, and (g) knowledge management strategy development.
