Applications are invited from suitably qualified persons to fill the following full-time positions, two years renewable contracts, that have arisen within the Global Environmental Facility (GEF8) funded project titled “Urban and Peri-Urban Resilience through Investment for Sustainable Ecosystems in Zimbabwe” being implemented by the Food and Agriculture Organization of the United Nations (FAO) and the Executing Agency being the Environmental Management Agency (EMA).

Under the general supervision of the Technical Project Coordinator (TPC), the job incumbent will be responsible for financial management duties including generating financial data, compiling and submitting reports, and assessing the financial health of the project.

Key Responsibilities

  • To provide technical and strategic leadership to the project team and ensure comprehensive coordination for project implementation in close collaboration with project partners and stakeholders.
  • To enforce effective internal controls, policies, and procedures in compliance with the project Executing Entity and FAO sub-regional office requirements, professional standards and policies.
  • To coordinate the project financial operational arrangements through contractual agreements with key project partners;
  • To timeously communicate financial information, policies and procedures to project partners.
  • To update and implement project financial, procurement and administrative procedures as may be required from time to time.
  • To ensure that all operational services are audited for their efficiency and effectiveness on a regular basis, and that suitable risk mitigation interventions are established and implemented.
  • To co-coordinate the annual audit and follow-up on recommendations and action points raised by auditors.
  • To ensure that relevant reports on expenditures, forecasts, progress against work plans, are prepared and submitted in accordance with FAO and GEF defined procedures and reporting formats, schedules and communication channels, as required;
  • To arrange, participate and represent the project in collaborative meetings with project partners and the Project Steering Committee, as required.
  • To undertake missions to monitor the outputs-based budget, and to resolve outstanding financial problems, as appropriate.
  • To assist in the preparation of meetings, workshop and seminars, book meeting rooms and assure that all necessary arrangements are made.
  • To ensure that all financial transactions are executed and updated within the Agency’s financial management systems.

Requirements

  • A minimum qualification of a first degree in Finance, Accounting, Business Administration or related fields.
  • A five year experience in supporting project partners in the design and implementation of financial management systems and reporting.
  • Experience in coordinating budgeting processes and supervising administrative processes.
  • Professional training in Administration and Human Resource Management will be an added advantage.
  • Computer skills and familiarity with an accounting software is essential.
  • Demonstrated knowledge of project management systems.
  • Proficiency in financial accounting packages with fluency in Ndebele, English and Shona languages.
