Zvimba Rural District Council is inviting applications from suitably qualified and experienced candidates to till in the post of Buyer (Grade 7).
BUYER (GRADE 7) -1 POST
DUTIES AND RESPONSIBILITIES
• Analyses requirements from users and prepares RFQs in accordance with the requirements of the PRAZ regulations on the specification
• Able to interpret the Public Procurement and Disposal of Public Asset Act (PPDPA)[Chapter 22:23]
• Assist in preparation of the standard bidding documents in compliance with the provisions of the PPDPA Act [Chapter 22:23]
• Assist in the implementation of Annual Procurement plan for Zvimba Rural District Council council
• Reviews the requisitions and determines the appropriate method of procurement in accordance with the PPDPA Act [Chapter 22:23]
• Keep a track record of all purchase orders and making sure the council receives the same ordered quality and quantity from suppliers
• Assist the Procurement officer in the evaluation of the bids, awards and establishment of the reasonableness of price or cost analysis
• Advising the Procurement Officer correctly and timeously On all procurement activities
• Assist the Procurement officer in building up supplier relationships
• Tracking Bid notices, shortlists
• Any other duties as delegated by the Procurement Officer and the CEOs department
QUALIFICATION AND EXPERIENCE
• National Diploma in Purchasing and Supply
• At least 2 years’ experience in Public procurement
• A clean class 4 drivers license
• Current Police Clearance/No criminal record
