General Position Summary
The WASH Officer will be responsible for community mobilization, selection, training of health promoters, community and school health club facilitators. The incumbent is expected to monitor and document learning and best practices from the project activities for improvement of future initiatives. The project requires active engagement with stakeholders in the roll out of social marketing programs for household water treatment products and other related activities. The WASH officer will also be responsible for implementing targeted hardware and software interventions around WASH activities such as solid waste management. The incumbent will work closely with the local authorities and target communities to improve community knowledge, behavior change and promote best practices in water, sanitation, health and hygiene. In addition to supporting rehabilitative works, access to household water treatment and health and hygiene promotion, this position will assist with the monitoring and evaluation of the project.
Essential Job Responsibilities:
KEY PROGRAM RESPONSIBILITIES:
  • Arrange and facilitate meetings with project beneficiaries, local health promoters, local government officials and agencies, as required.
  • Help develop training content, curricula and conduct relevant training required for setting up community health clubs and school health clubs
  • Oversee the day-to-day implementation of the project activities, promotion of PHHE methodology, hygiene promotion activities, health surveillance, clean up campaigns and establishment of communal solid waste collection points in project areas
  • Compile and submit monthly, quarterly and annual reports as well as other reports as requested by the program manager
  • Assist the M L &E Officer in the collection and assembly of data for reports and actively participate in field evaluation activities i.e. transact walks, health surveillance, clean up campaigns, water quality, community and school sanitation inventory, etc.
  • Trouble shoot, investigate and make recommendations for the solving of all problems encountered in the implementation of the project.
  • Assist the project manager in the preparation of donor field trips and training programs;
  • Conduct himself/herself both professionally in such a manner as to bring credit to Mercy Corps and not to jeopardize its humanitarian mission in Zimbabwe.
  • Regular progress reports to the Program Manager and local authorities covered by the project.
  • Mobilize local resources in collaboration with the Project Manager and local authority for successful project implementation.
  • Other duties as assigned by the supervisor.

Knowledge and Experience:

  • Minimum 3 years field experience in water and sanitation programs, experience in both rural and urban contexts preferred.
  • Experience in working with diverse project partners
  • Degree in development work or water and sanitation related studies.
  • Strong knowledge of community appraisal approaches (PRA, PHAST, PHHE)
  • Good report writing and research skills
  • Fluency in written and spoken English, ability to speak and understand Shona
  • Strong organizational skills
  • Proven capacity to work in a multidisciplinary environment
  • Strong computer skills especially in MS word and excel
Success Factors
The WASH Officer must be a conscientious worker with an excellent sense of judgement. S/he has the ability to work simultaneously on multiple tasks and a willingness and ability to work effectively with a wide variety of people. S/h has the ability to work as part of a team and coordinate with project personnel. They must be computer literate with strong organizational skills.
