VICE CHANCELLOR
The University of Zimbabwe is the oldest, premiere and comprehensive State – supported academic institution of higher education in Zimbabwe. It is ranked as the leading University in Zimbabwe and is highly rated intemationally. The University was established in 1955 and is located on a 220-hectare campus in Harare. The mandate of the University of Zimbabwe is the advancement of knowledge with special emphasis towards the diffusion and extension of science and technology through teaching, research, innovation and industrialisation. In pursuit of Education 5.0 [teaching, research, extension (community engagement), innovation and industrialisation] and to achieve its mission and strategic goals, the Council of the University of Zimbabwe, is inviting suitably qualified, experienced and highly motivated candidates to apply for the position of Vice Chancellor.
Reporting to the University Council, the Vice-Chancellor is the Chief Executive Officer of the University whose mandate is to provide institutional leadership and oversight, develop and drive the vision, mission, strategy and act as the chief advocate, and principal ambassador of the University. The position calls for a versatile and respected individual of personal and professional integrity with a distinguished record of accomplishment in higher and tertiary education and with proven leadership qualities, administrative and intellectual capabilities as well as teaching and research credentials.
1. PERSON SPECIFICATION
The candidate, who should be a seasoned academic and intellectual, should possess the following key competencies:
1.1 Be a visionary and strategic leader with the skills and competences to champion the University’s Vision and Strategic Objectives within the framework of Education 5.0 and the broader context of the national development agenda,
1.2 Be a holder of an earned Doctorate Degree from a recognized University and be a Full Professor.
1.3 Have at least 10 years’ working experience at a senior administrative level in a related Higher and Tertiary Education or Research Institution;
1.4 Be an accomplished academic with a proven track record for creating a technology-driven and innovative learning, teaching and research environment to produce high-end skills.
1.5 Have commitment to and substantial experience in networking, team building, fundraising/resource mobilization and participation in development activities, nationally, regionally and internationally;
1.6 Have proven knowledge and in-depth understanding of Education 5.0 and Heritage-based higher and tertiary education, science and technology development as they underpin the role of universities and tertiary institutions in driving knowledge-based economies for modern nations.
1.7 Have a demonstrable capacity to match the University’s Research and Development output as well as enterprise development and commercialization of emerging technologies to advance Zimbabwe’s industrialization and modernization;
1.8 Have knowledge of the structural, legislative, and regulatory frameworks for managing higher education, science and technology development;
1.9 Have proven management capacity including knowledge of public financial management, strategic people management and be able to generate financial support from both private and public sectors;
2. RESPONSIBILITIES
The Vice Chancellor will be the chief academic, administrative and financial officer of the University and he/she shall:
2.1. Provide visionary and strategic leadership to the University, including maintaining and promoting research, innovation and industrialization as well as ensuring efficiency and good governance in the conduct of business of the institution;
2.2. Formulate and implement 21st Century education and academic programmes in line with the University’s Strategic Plan and in the
context of the broader national industrialization and modernization agenda and Government of Zimbabwe’s Education 5.0.
2.3. Initiate, propose, implement and monitor policies, systems and procedures in relation to all learning, research and development, innovation, academic and administrative programmes of the University;
2.4. Lead the development activities of the University, including fundraising, and ensuring a high reputation and ranking of the University’s learning, research, innovation, consultancy and industrialization programmes;
2.5. Ensure that the University generates goods and services and provides relevant solutions to industry and commerce, including availing technological and engineering solutions, to surrounding communities and the nation at large;
2.6. Negotiate strategic linkages with local and international institutions regarding instructional resources and the use of information and communication technologies for key academic and administrative activities of the University.
2.7. Develop and maintain positive and progressive relationships with a wide
range of internal and external stakeholders including the Council, the Senate, agencies, other educational institutions, and officials at all levels of government within and outside the country;
2.8. Foster strategic partnerships and harmonious working relationships between and among various University Stakeholders, staff, students, public and private organizations;
2.9. Attract and nurture the best high-end skills for the University’s teaching, research and innovation and provide an enabling environment for the creation of technology driven start-ups and incubation of industries to generate income for the University and employment for its graduates;
2.10. Ensure that the University has a diversified, gender-sensitive and mixed international students body and faculty; 2.11. Ensure that the University has state- of-the art cultural, recreation and sporting facilities.
3. REMUNERATIONAND CONDITIONS OF SERVICE
The University offers;
3.1. A highly attractive and competitive remuneration package in accordance with the University Terms and
Conditions of Service.
3.2. MedicalAid, Leave and Pension benefits;
3.3. A five (5) year performance-related renewable contract.
