TREASURER/EXECUTIVE OFFICER FINANCE (GRADE 10)

Duties and responsibilities

Reporting to the Chief Executive Officer, the Treasurer shall:

• Coordinate the compilation of financial statements and monthly bank reconciliations.
• Coordinate the preparation of the Council‘s Estimates of Income and Expenditure in line with the Rural

District Councils Act.

• Prepare monthly and annual cash flow projections for all council accounts.
• Set financial targets for all council departments.
• Recommend to the Chief Executive Officer strategies on resource mobilisation.
• Manage Council funds in line with the Public Finance Management Act and any other relevant government legislation.
• Advise the Accounting Officer on Financial Management issues.
• Appraising, supervising and offering professional advice to subordinates.
• Liaise and work in hand with other heads of departments for the betterment of the Council’s operations.

QUALIFICATIONS, EXPERIENCE AND ATTRIBUTES

• At least 30years of age.
• A degree in Accounting, Finance, CIMA or any other related professional qualifications.
• A master’s degree is an additional advantage.
• At least three (3) years local Government experience at middle management level or above.
• A good economic decision maker.
• A good understanding of the Public Finance Management Act and Associated Accounting Regulations.
• Ability to work under pressure, computer literacy and knowledge of modern accounting packages.
• Appraising, supervising and offering professional advice to subordinates.
