Technical Support Officer – Capacity Building (CB): Local NGO

Job Purpose

The job is in support of the organization’s strategic focus on Institutional and Civil Society Organizations (CSOs) capacity strengthening. The job entails (1) identifying capacity strengthening opportunities for CSOs and links them with resource systems and (2) strong component on health and community systems strengthening. Through the initiative the organization will collaborate closely with the private sector, policy makers, legislators, media, donors and CS.

Basic Function

The Capacity Building Officer will be the focal point for all Capacity Building (CB) and Partner engagement work within the organization. Mobilizing, organizing and facilitating capacity strengthening initiatives to ensure CSOs have (1) technical skills to conceptualize, plan, organize and implement cutting edge health programs and (2) institutional operational capacities in the areas of governance and management.

Major Activities of the Job

To work closely with CSOs and partners to provide appropriate guidance and managerial support to implement CB initiatives in line with the organizational CB objectives; To facilitate all CB activities especially those related to CSOs capacity strengthening and engagement; To prepare mid-term and final reports on CB at the same time ensure narrative reporting and financial accounting meet organization’s and donor’s requirements; Strengthen relations with CSOs and community groups, including FBOs and private sector representatives to influence local and national actions on CB in tandem with CB strategy; Contribute to fundraising and resource mobilization initiatives, including assisting in the writing of proposals to continuously grow and expand the CB portfolio and support the organization’s CB work; Lead and facilitate relevant capacity building and support for project partners and CS based on capacity building plans; Ensure an effective monitoring, evaluation, and learning (documentation of best practices) on CB and related organizational initiatives in the region; To compile monthly Monitoring and Evaluation report for civil society; To provide regular feedback to the Head, on activities undertaken. This includes formal and informal discussions and well as regular reports.

Education, Experience and Key Competencies

A minimum of 4 years’ experience in a similar or related role with a strong bias on CB, Advocacy and/ or M/E; A University Qualification in Social Work, Development Studies, or any social science is a must. A Masters Degree is an added advantage; Past working experience on health interventions, working with a broad array of CSOs especially in coalitions and or networks; Awareness and Understanding of the CSO landscape in Zimbabwe, especially locating the role of FBOs and Community Groups in the health sector; Strong M/E background especially understanding theories of change; Sound understanding of capacity needs of CSOs, social accountability and social policy analysis; Experience of preparing project documentation notably internal and donor narrative and financial reports, programme updates, budgets, contracts, case studies; Experience of convening different actors, building alliances, networking around issues to deliver greater change; Experience of undertaking high level representation to influence government, donor and agency policy and practice; Experience conducting desk studies and reviews (comparative) and produce quality assessment reports; Resource mobilization skills – ability to develop winning funding proposals; Good relationship and team management skills; Excellent interpersonal skills.
