Technical Advisor – Intergrated HIV Services
Key Responsibilities:
- In collaboration with the DCOP, provides technical leadership and technical support to the implementation of the ZHCT project in all districts
- Guide and support the district teams in establishing sound project management systems that ensures implementation of the project on time, on budget and according to project scopeClosely monitor the overall project, district and nurse tester performance and provide the necessary support for achievements of project targets
- Develop and put in place systems that will ensure fidelity to implementation and track thisIn collaboration with DCOP, refine of project strategies and resources based on evidence, project performance, district local context and changes in the HIV epidemic to ensure that the project is implemented efficiently and effectively.
- Lead the mobilization of project resources and/or development of tools to deliver an evidence based high quality program
- In collaboration with DCOP, lead the development of donor deliverables: annual work plans, budgets and project reports, etc
- Supports the DCOP to provide technical assistance to MOHCC in the design, implementation, monitor ing and evaluation strategies of various components of the HIV/AIDS service delivery elements as appropriate.
- Support with stakeholder engagement for delivery of results on the ZHCT project and for the implementation of integrated HIV testing models
- Supervise and manage performance of technical officers and district team leaders for the effective implementation of the ZHCT project
Contributes to development of lessons learned from the project and other relevant projects that are related to community-based management of integrated HIV/AIDS services and apply these lessons to modify and improve the project. - Perform other duties as assigned.
Knowledge & Skills:
- Knowledge of health and development programs in developing countries in general and Zimbabwe specifically.
- Clinical management and training experience and ability to understand full range of issues around the clinical management of integrated HIV/AIDS services.
- Sensitivity to cultural differences and understanding of the social, political and ethical issues surrounding HIV infections.
- Ability to work well with others and to develop and maintain compatibility among project staff, subcontractors, consultants and recipients of assistance.
- Ability to manage tight deadlines and deliver high volumes of work with minimal supervision.
- High degree of proficiency in written and spoken English communication.
- Well-developed computer skills.
- Ability to travel to implementation districts a minimum of 25%.
Required Qualifications:
- Medical doctor (MBChB) degree with 3 to 5 years of progressive relevant experience in clinical care with a sound understanding of HIV/AIDS in resource constrained settings.
- Possession of a Masters Degree in Public Health (MPH), Epidemiology or post graduate degree in a related field is a must
- Experience in project development with proven experience in the planning and facilitation of training is required.
- Knowledge of health system of Zimbabwe and the Zimbabwe HIV/AID epidemicNGO experience is highly desirable.
