About ZIMCODD
The Zimbabwe Coalition on Debt and Development, ZIMCODD, is a socio-economic justice coalition preoccupied with the quest for Social and Economic Justice established in February 2000 to facilitate citizens’ involvement in making public policy and practice pro-people and sustainable. Its specific objectives are: To raise the level of economic literacy among ZIMCODD members to include views and participation of grassroots and marginalized communities; facilitate research, lobbying and advocacy in order to raise the level of economic literacy and fiscal transparency on issues of debt, national/municipal budgets, trade and sustainable development; formulate credible and sustainable economic and social policy alternatives; develop a national coalition, and facilitate the building of a vibrant movement for social and economic justice in Zimbabwe.
Job Summary
The Strategic Information and Evaluation Officer will work in liaison with the Programme staff, ZIMCODD membership and stakeholders for project data quality improvements, gathering of strategic information, programmes and impact reporting strengthening. The incumbent will work towards coordinated and efficient efforts in designing, implementing, monitoring, evaluation and programmes quality improvement towards attainment of set goals.
Lead in the development and improvement of ZIMCODD monitoring and evaluation plans/mechanisms and implement thereof; Responsible for the carrying out of the activities including information gathering, tracking, dissemination and supporting the M & E processes; Provide backstopping and technical assistance to staff program monitoring, including tools development, data collection, management analysis and use for program improvements; Take lead in analysing and writing of monthly, quarterly, semi-annual and annual reports and their submission in stipulated deadlines; Facilitate the interpretation and use of M&E data, in the quarterly programmes level review meetings. Review of progress on a quarterly basis; problem solving and development of remedial actions ensuring any disparity between planned and actual outputs are addressed; Support the coordination and execution of events in the department such as, organizational project learning, disseminating relevant information on monitoring, evaluation and research; Enhancement and utilisation of projects databases to achieve intended impacts and outcomes; Support implementation of ZIMCODD program evaluations and research activities; Conduct onsite data verification using standardised tools to provide overall picture on quality of programmatic results and develop implementation plan to correct the gaps; Undertake Data Quality Assessments to provide in-depth quality assessments on the data reported by Programme staff; Supervise the Programme Assistants in the Information department.
Qualifications, Skills and Experience
The applicant for the Strategic Information and Evaluation Officer Career opportunity should a relevant degree and post graduate qualification preferably in social sciences, development studies, monitoring and evaluation, project planning and management; A minimum of four (4) years of experience working in the NGO sector on information, design and implementation of monitoring and evaluation systems; Broad knowledge and understanding of large donors’ expectations and trends for monitoring and evaluation; Previous experience of working on public finance management, fiscal transparency, human rights, civic engagement, and policy advocacy will be an advantage; Ability to work independently with minimal supervision; Excellent verbal and written communications skills in English, including the capacity to prepare and deliver formal presentations on programs and results; Excellent data analysis, presentation and training skills including ability to think concisely and critically; Good analytical thinking and ability to interpret data relevant to advocacy work and citizen engagement; Familiarity with routine management of information systems and maintenance of electronic databases; Excellent working knowledge of data management and analytical programs including MS Access, MS excel, SPSS and Stata; Demonstrates adaptability and flexibility in all aspects of working; Willingness to work and travel in rural settings around Zimbabwe.
