Staff Capacity Building on Public Relations
Background
Basilwizi is implementing the Children’s Rights to Early Birth Registration and Documentation Project (Citizens’ Campaign for Birth Registration and Documentation) in Binga district. The project is designed to facilitate access to information that relates to the acquisition of national registration documents for all in Binga district with a special focus on expecting mothers, newly born children and children of school going age. The main project strategy for this project would be an awareness creation through information provision to all would be mothers, children and youths in Binga district’s 10 wards. Basilwizi believes that through information provision on all the requisite processes and procedures in the identity documents acquisition, citizens will be empowered to demand their rights to be documented, become willing to take responsibility for the acquisition of identity documents and ultimately engage with the relevant Government departments to claim these rights. In achieving all these milestones, the project will work with strategic partners and stakeholders. To this end, the project calls for greater networking and improved relations with these partners and stakeholders.In light of the above, Basilwizi Trust is inviting proposals from suitable and qualified applicants to conduct a staff tailor-made capacity development training on Public Relations to enable them competently implement the Children’s Rights to Early Birth Registration and Documentation Project (Citizens’ Campaign for Birth Registration and Documentation )
Purpose of the Staff
Capacity Building trainingThe task calls for conducting capacity development training on public relations for Basilwizi staff so as to improve their working relations with different project stakeholders and partners during the implementation phase of the project.
Objectives
To enable staff to:
a. Establish and maintain media relations for publicity of project successes (project visibility), b. Provide and share relevant project information via media outlets c. Establish and maintain good working relations with government and project stakeholders. d. Evolve a public relation strategy at organisational level.
Methodologies
The facilitator/trainer/training institute is required to propose a meaningful capacity development training which will ensure that above mentioned objectives are met. Methods and tools to be implemented during the activity should be clearly described. The venue for executing the capacity development activity will be in Binga. The numbers of participants will be a maximum of 20 persons.
Expectations:
The capacity development training is expected to be divided into an initial and an extended part.
The initial part is expected to be use-based, so at its end the staff has already jointly designed and created one or two pieces of informational materials related to above mentioned project. A later to be implemented extension part should give room for reflecting on the experiences with the media work, improve the existing competences and provide further media and communication techniques and skills. Basic techniques of interest area among others motif design for photo and eventually film recordings, target group oriented writing, conception and design of e.g. posters and flyers and the publishing of created materials in common social media.
Deliverables
The facilitator/trainer/training institute are expected to deliver the following: • Detailed capacity development description with proposed methods and tools, use of output to meet the above mentioned objectives of the activity. • Detailed time frame and implementation schedule indicating the time slots, action, content, tools etc. • Implementation of the Capacity Development activity • Manual for further reference with learned techniques and skill description • Report on the use of output e.g. materials developed during the activities, etc• Detailed Activity report
Consultants Requirements and Selection
The facilitator/trainer/group of trainers should have the following qualifications:
• First degree or Masters in Public Relations • Sound experience of training organizations in Public Relations of 5 years and above. • Considerable experience in working with community development organizations.
• Selection will be done based on the written applications and interviews with shortlisted applicants
To Apply
Interested people/ institutions must submit their proposals with a brief profile of their experience in public relations or working with civil society organization in a similar field. Curriculum vitae will be included in the application as evidence of experience enunciated in the profile. In case of a team, all team members’ curriculum vitae need to be submitted. The applicant is expected to submit following components:
i. Technical proposal to include: • Clear description of the applicant understands of the Capacity Development Activity and its related tasks.• Detailed Capacity Development Description with proposed methods and tools, use of output to meet the above mentioned objectives of the activity. • Detailed time frame and implementation schedule indicating the time slots, action, content, tools etc. ii. Financial proposal to include: • A calculation of the number of working days. • Applicant’s daily rate including indication of any taxes. • Total applicant’s fees including clear indication of any taxes. • Calculation of any additional costs incurred during the activity (if any). • Validity period of quotation. Note – if applicable: Applicants clearly elaborate on the division of tasks and of the team members proposed. The fee for each team member has to be mentioned. Only electronic proposals are accepted. Documents must be submitted in PDF and may not exceed 5MB in size. Proposals should be clearly marked ”Capacity Development Activity on Public Relation for Basilwizi staff” until 05 /01/2019 until 5 p.m. (deadline) and sent to:
