Project Accountant – LFSP: Practical Action

Practical Action, an international technology development organization head quartered in the United Kingdom and with offices in Asia, Bangladesh, East Africa, Southern Africa, Latin America and Sudan, seeks to fill this position in our Agriculture Systems and Innovation Department.

Team purpose
Improve food and nutrition security for the smallholder famers using simple technologies, increasing their knowledge and access to markets.
Job purpose
Overall partnership management and provision of technical support to INSPIRE project partners identifying and assessing future and current training needs of partners’ system personnel, review partners documents, keep issues log on unresolved queries, organizing workshops for partner finance team, keep sub-grant files and track expenditures and cash forecasts of partners on a monthly basis – working closely with all Practical Action systems, department staff and the team leader.
Consolidation of consortium quarterly financial reports and preparation of Funds Requests; To support partner staff in financial issues of the consortium and perform routine document review of LFSP project documents for Practical Action and its partners; Review of the monthly actual and projected expenditures of partners using monthly Budget Monitoring Tools (BMTs) and identify potential project under or over-spends and liaise with Finance manager and team leader; Perform monthly value for money analysis by partners and advise partners on the cost saving schemes; Conduct monthly technical support to partners and maintain issues log for any unresolved queries which shall then be communicated to the management of the partners’ office for feedback; Organize workshops for partners’ system staff (based on lessons learnt, common mistakes, repeatedly asked questions, etc); Ensure the sub-grant files are adequately documented as per Practical Action standard Checklist such as budgets, MoU, reports, budget amendments, and donor/partner communications, etc; Organize grant management meetings and ensure existence of sound internal control and a safe working environment within Practical Action’s LFSP partners; Ensure compliance with the rules and regulations administered by the grantor; Liaise with logistics in monitoring assets and fleet of the consortium. This also involves maintaining both assets and inventory database; Perform monthly beneficiary distribution reconciliations and project level summaries; Facilitate donor audits for the consortium; Perform risk assessment by partners; Conduct regular field visits to operational field locations; Ensure Practical Action’s fraud policies are adhered to; Assist in preparation of proposals by supplying all necessary documents required from the finance side; Preparation of Project Budgets and Budget re alignments; Monitoring and updating the Logistics Order Tracking System (OTS) to ensure timely payments of creditors and guaranteed accuracy; Assisting in fleet management and ensuring vehicle operating costs are well controlled and monitored; Work closely with procurement team to ensure Practical Action and donor’s procurement procedures are adhered to at all times; Maintaining a supplier contract database and ensuring tax compliance; Perform routine document review of LFSP project documents for Practical Action and its partners to ensure donor compliance; Conduct monthly technical support to partners and maintain issues log for any unresolved queries; Assist the Donor Compliance Officer to ensure adherence to Practical Action’s anti-fraud, and conflict of interest policies; Participate, plan for performance management and ensure that set objectives are achieved according to the performance plan; Ensure time sheets are completed and submitted to HR monthly; Ensure compliance with the HR manual and any related policies.
Key qualifications
Must have a minimum of a Higher National Diploma in Accounting; Part Qualified Accountant or Management Accountant
Key competences
Experience in using SUN systems and Vison/Q&A; Strong knowledge of fund accounting regulations for non-profit organizations; Good knowledge and experience of all core financial administration activities including accounts payable, cash management, budget development, statutory requirements and standard accounts.
Essential
Experience in preparing financial statements and completing month-end processes; Strong numeracy skills and ability to build effective working relationships with finance and non-finance colleagues; Strong knowledge of fund accounting regulations for non profit organizations; IT literate and excellent knowledge and skills in using computer based multi-dimensional Accounting systems, Microsoft Excel and Word packages; Excellent interpersonal and motivational skills; Prior experience as Grant officer in an INGO
Relevant job experience
A minimum of 3 year experience with development programs.
