Programme Officer
Specific Duties
- Lead the implementation of the programme “Formalization and Employment Policy (FEP) Programme” in close collaboration with the tripartite partners.
- Provide technical guidance in the development of National Employment Policy, efforts towards institutionalising social dialogue and in the application of law and practice of International Labour Standards.
- Conduct workshops, and meetings on all project intervention areas (advocacy, awareness raising, capacity building and provide policy support).
- Strengthen relationships to cooperate and coordinate with the relevant ministries, employers’, workers’ organizations and other stakeholders, as appropriate to reinforce their professional capabilities.
- Ensure the development of monitoring and evaluation and project information systems for ILO technical activities covered by the project.
- Monitor progress of the project by preparing, reviewing, verifying and analyzing the work-plan activity reports and progress reports, and other data and prepare and submit recommendations to the Country Director for remedial action where necessary.
- Prepare background information, statistical data, periodic and ad hoc reports on the status of programme planning and implementation, in collaboration with concerned ILO departments and programmes.
- Ensure project synergy of the different ILO projects and programmes implemented under the DWCP, as appropriate.
- Liaise with other UN agencies counterparts to promote ILO’s values, increase visibility and facilitate the scaling up of the projects interventions through the development of national alliances contributing to the achievement of SDG 8.
- Effectively manage financial resources of the project.
- Support resource mobilization efforts of the country office for technical cooperation projects and programmes ;
- Lead the transition of the project’s management until the closure of the project.
- Any other relevant project-related duties requested by the ILO Country Director
Generic Duties
Required qualifications
Education
- First level university degree in Economics, Management, Social Science or related field with demonstrated expertise.
Experience
Two or three years of work experience in the technical fields related to employment creation, social dialogue and skills development, of which at least three years of experience in carrying out project management, supervision, administration and implementation of development cooperation projects. Working experience in managing/implementing social dialogue/employment related projects in Zimbabwe will be an advantage.
Languages
Excellent Command of English and good knowledge of another official language of the duty station.

- Strong commitment to personal professional integrity.
- Proven capacity to initiate and implement development cooperation programmes and activities with ILO constituents and other stakeholders, including negotiation skills with governments, workers and employers organizations, industry associations and mobilizing support of international agencies.
- Wide knowledge of labour laws enforcement and skills development.
- Sound knowledge of office’s policies, administrative procedures and practices
- Excellent knowledge of financial rules and regulations
- Decision making and problem solving skills
- Excellent drafting skills, negotiation skills and organization and management skills
- Tact and persuasiveness in dealing with people.
- Demonstrated ability to effectively monitor work programmes and resources
- Good communication skills, both written and verbal
- Ability to train and guide personnel
- Ability to work under time and political pressure and meet deadlines
- Ability to work independently with a minimum of supervision.
