Programme Associate G6
JOB PURPOSE
To coordinate and provide finance and administration support services involving the recording and interpretation of financial and budgetary information to ensure the efficient functioning of the support services and inform decision making.
KEY ACCOUNTABILITIES (not all-inclusive)
- Assist in providing the procedural and technical support to staff within the areas of finance and budget, to ensure compliance with WFP financial policies, rules and regulations.
- Monitor monthly programme unit expenditure forecasts and provide expenditure reports in order to facilitate informed decision-making.
- Verify vendor claims, advances and other receivables and observe appropriate financial procedures, to ensure that partners are paid in a timely manner and in conformance with WFP finance rules and regulations.
- Monitor, check, verify and process invoices from WFP’s cooperating partners; Work with sub-offices, cooperating partners, supply chain and finance units on Field Level Agreement payment related issues to ensure timely settlement of advances and processing of payments;
- Support the identification of potential partners and participate in joint evaluations of partners’ responses;
- In coordination with the activity managers, and facilitate monitoring of project outputs, processes and support the integration of the findings in Standard Operating Procedures and other guidance tools.
- Reporting system administrative functions including, compilation of data for donor reports; management of distribution data;
- Compilation and submission of reports based on financial and other programmatic data including; quarterly stakeholder reporting data; Cooperating Partner audit confirmations, monthly CP closing stocks.
- Create internal/external, loan and reallocation agreements in LESS module to enable smooth pipeline flow between activities and support Logistics unit.
- Develop training materials for partner capacity development on invoicing and conduct training for all partners implementing WFP programmes for efficient invoicing.
- Provide guidance and on-the-job training to other support staff, to ensure services are delivered consistently and to the required standards.
- Perform other related duties as assigned.
STANDARD MINIMUM QUALIFICATIONS
Education:
Secondary school education, preferably supplemented by courses in finance, administration, development economics or other related field.
Experience: At least five years of progressively responsible experience, of which at least one year was closely related to programme functions.
Knowledge: Financial background with knowledge in training and/or experience utilizing computers including word processing, spreadsheet and other software packages.
Language: Fluency in both oral and written english. Fluent in Shona.
OTHER SPECIFIC JOB REQUIREMENTS
- Must have strong organizational skills with an ability to work independently and as part of a diverse team.
- Good coordination and interpersonal Skills.
- Have training and/or experience utilizing computers, including word processing, spreadsheets, and financial packages including other standard WFP software packages and systems
- Ability to work systematically use initiative, good judgement, and to communicate complex matters both orally and in writing; proven ability to work in a team environment and achieve common goals.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
• Has worked with technical teams (i.e. nutrition, VAM, etc.).
• Has contributed to implementation of programmes.
• Has observed or assisted with policy discussions.
