NPA’s international work covers three core areas: Humanitarian Disarmament, Democratization and Just distribution of power and resources and Humanitarian Action and Crisis Responses.
NPA in Zimbabwe is working with partners on long-term development, human rights and grass root organizations in the Development and Humanitarian Cooperation (DHC) Programme and clearance of landmines in the Humanitarian Disarmament (HD) Programme.
We are looking for an experienced Program Manager (PM) for the DHC Programme in Harare Zimbabwe. This is a position that requires a mature person, professional of high integrity. The person must be able to analyse and assesses natural, political, social and economic trends and provides substantive inputs to program formulation, evaluation and joint programming initiatives. The Program Manager will coordinate and ensure effective, efficient provision and management of the programme. The programme is supported by the Humanitarian Disarmament Programme Office in Mutare and the Regional Director (RD) for Southern Africa region is sitting in Maputo, Mozambique.

KEY RESPONSIBILITIES
Strategic leadership
- ➢ Be responsible for the management and development of the NPA long- and short-term development program and budgets in Zimbabwe.
- ➢ Assist the RD and Head Office in the development of policies on operational, logistics, personnel, administration and financial matters and ensure that the development program is carried out according to these policies.
- ➢ Ensuring that competence building and sharing of knowledge remain high priorities in all levels of the program and mentoring as identified.
- ➢ Assist the RD and supervise the finance, administrative, logistics and human resource for the DHC programme.
- ➢ Fulfill such other duties as may be assigned be the Regional Director and Head Office.
Management
- ➢ Supervise all staff. The Program Manager has a particular responsibility for the staff performance and conduct, to ensure that the image of NPA’s program is in accordance with its principle
- ➢ Ensure that the office is presentable and well run. Responsible for that office meetings are held, that all important files are stored properly both in soft and hard copies and that the office follows systems and procedures as set by NPA.
Programme and Thematic responsibility
- ➢ To lead fundraising efforts and grant management towards enhancement of NPA programs and strategy.
- ➢ Ensure that all program activities are carried out according to plans and budgets.
- ➢ Institute the required surveys of community needs and related potentials for interventions
by NPA development program.
- ➢ Ensures quality of program/project design incorporating lessons learned, newly
developed policies and best practices and establishing appropriate execution and
monitoring mechanisms and systems.
- ➢ Liaise and co-ordinate NPA development work with partners, provincial and district
authorities and with relevant national and international NGOs, CBOs and social organizations and make sure that local laws and regulations are followed.
Grant and donor Management
- ➢ Prepare detailed proposals and budgets for projects and monitor all existing projects within the development program.
- ➢ Provide periodic and final reports to the RD and the Head Office on all development program activities in Zimbabwe.
- ➢ Provide updated reports and plans/budgets to donors and relevant partners in the development program in accordance with the agreements entered into.
- ➢ Analyses and reports on program and project progress in terms of achieving results.
- ➢ Monitors projects expenditures and disbursements to ensure delivery is in line with approved budgets and to realize targeted delivery levels.
Representation
➢ To represent Norwegian People’s Aid – Zimbabwe Office at all relevant functions, meetings, Government authorities and any other relevant occasions where the organization needs to be represented.
Policy and relevance
➢ Assist the RD and Head Office in the development of policy and country strategy for NPA in Zimbabwe.
HR
- ➢ Assist the RD in staff recruitment, induction and implementation of NPA personnel policies.
- ➢ The Gender Focal Point
- a) To disseminate appropriate and required information concerning gender and
development both regionally and internationally;
- b) To engage in planning around gender issues for projects and to analyse and assess all
NPA program and projects from a gender sensitive perspective;
- c) To identify, advise and organize gender training workshops with NPA staff and
networking partners;
- d) To network on gender issues at local, national, regional and international levels;
- e) To prepare and assist with evaluations to ensure the mainstreaming of gender
awareness;
- f) To monitor and evaluate programs and projects using gender empowerment and
assessment tools and other appropriate gender analytical tools;
- a) To disseminate appropriate and required information concerning gender and
- ➢ To provide capacity building around leadership, organisational development for staff and
NPA partners and any other appropriate policies.
Financial responsibilities
➢ To recommend changes to remuneration, program and financial systems.

Safety and security
➢ To be responsible for security issues regarding the NPA Zimbabwe DHC Programme and to provide periodic security logs and reports.
References are made to the NPA Regulation for Delegation of Authority, the Zimbabwe Authorisation and Signature table and the QMS Handbooks.
Required qualifications: Education:
Must have:
- Advanced degree in any of the following; Social Sciences, Legal ,International Development Studies and Project Management ,
- A related certification in management will be ideal with Project Development, management and monitoring; Budget development and monitoring; Team leadership and risk management courses.
- High level English language proficiency, both written and speaking.
- Good computer skills.
Experience: Must have:
- At least 5 -10 years’ experience and demonstrated success at senior level management in an international NGO or similar, ideally working on matters of civic participation with governance and decision making; civil society engagement, advocacy, human rights, multiple partner development programme; preferably in Southern Africa Region.
- Previous experience of, and manifest interest in partnership approach (participatory approaches, supporting organisational development, promoting dialogue, applying results-based management tools) particularly those working in development and humanitarian cooperation.
- Experience in fundraising and donor relations.
- Demonstrate success in projects designing, implementation, monitoring, evaluation and
reporting.
- Knowledge about democratization, rights, social and political context in Zimbabwe.
- Presentation and communication skills.
- Demonstrate experience in analytical skills in highly complex programming.
- Experience in leadership and teambuilding.
- Good understanding of local labor and other statutory obligations.
Other qualifications:
- Strong managerial and leadership skills, with the ability to inspire and build competence of staff and achieve through others.
- Excellent interpersonal skills and ability to work in a multi-cultural/multi-national setting.
- Integrity , dependable and transparent individual.
- Good team player, proactive with innovative skills.
