Key Responsibilities

  • Develop and implement organizational procurement policies and processes.
  • Provide expert advice to management and key stakeholders on all aspects of procurement.
  • Provide leadership in the planning, execution and effective management of procurement staff.
  • Monitor market trends and supplier performance to identify opportunities for cost savings and efficiency improvements.
  • Collaborate with other departments to identify procurement needs and support overall business strategies.
  • Lead initiatives focused on sustainability and responsible sourcing.
  • Identify and manage supply chain risk or procurement risk.
  • Manage projects (e.g., construction, protracted ICT projects).
  • Establish performance standards and evaluation processes for assessing and reporting on performance of procurement staff.
  • Provide leadership in the interpretation of procurement statutes and regulation to ensure compliance.
  • Manage key stakeholder relationships (e.g., Contractors, PRAZ, Public Works projects, etc.)
  • Provide leadership in the adjudication and assessment of bids for awarding contracts to contractors.
  • Oversee and facilitate the tender process.

Requirements

  • A Bachelor’s Degree in Procurement, Supply Chain Management, Business Administration, or related field (a Master’s Degree is a prerequisite).
  • Professional certification in procurement (CIPS or equivalent) is a prerequisite.
  • At least 5 years of progressive procurement experience, with 3 years in a leadership role.
  • Strong knowledge of procurement legislation, policies, and international best practices.
  • Excellent leadership, negotiation, and communication skills.
