Job Title: Procurement and Supplies Management (PSM) Specialist Location: Harare, Zimbabwe Closing Date: 20 July 2026 Contract: Fixed Term (1 Year) Job Schedule: Full Time Grade: P4 Agency: UNDP Practice Area: Health The successful candidate will provide strategic leadership for procurement and supply chain management activities under the Global Fund HIV Programme, ensuring efficient procurement, storage, distribution, and management of health products while strengthening Zimbabwe’s national health supply chain systems. Working within the Programme Management Unit (PMU), the specialist will collaborate with the Ministry of Health and Child Care (MoHCC), National AIDS Council (NAC), NatPharm, development partners, UN agencies, and other stakeholders to ensure timely delivery of quality-assured health commodities.

Key Responsibilities
- Strategic Procurement Leadership Lead procurement and supply chain management activities for Global Fund-supported programmes.
- Ensure full compliance with UNDP procurement policies, procedures, and regulations.
- Develop and implement procurement strategies and sourcing plans.
- Oversee tendering processes, supplier evaluations, contract negotiations, and contract management.
- Promote value for money and operational efficiency.
- Supply Chain Management Oversee forecasting, supply planning, procurement, warehousing, and distribution of health commodities.
- Monitor stock availability and supply chain performance.
- Identify procurement risks and implement mitigation measures.
- Strengthen logistics information systems and national supply chain capacity.
- Programme Oversight Lead procurement planning and implementation.
- Monitor procurement performance and address operational bottlenecks.
- Prepare procurement reports, supply management plans, and donor documentation.
- Support audits and implement audit recommendations.
- Partnership and Stakeholder Engagement Build strong partnerships with: Ministry of Health and Child Care NatPharm National AIDS Council Global Fund UN Agencies NGOs and Civil Society Organisations Development Partners
- Capacity Building Strengthen procurement and supply chain systems.
- Support institutional capacity development.
- Deliver procurement training for staff, vendors, and government partners.
- Promote knowledge sharing and best practices.
- Team Leadership Supervise and mentor the Procurement and Supply Management team.
- Foster collaboration, inclusion, and high performance.
- Build technical and leadership capacity across the team.
Requirements
- Education Applicants must possess either: Master’s Degree in Procurement, Pharmacy, Economics, Business Administration, Health, Public Administration, or a related field with at least 7 years’ experience , OR Bachelor’s Degree in a relevant field with at least 9 years’ experience.
- Professional Certification Highly desirable: CIPS Level 4 (or higher) Candidates holding CIPS certification will have a competitive advantage.
- Extensive procurement and supply chain management experience.
- International experience in procurement of health products.
- Experience managing Global Fund procurement activities (advantage).
- Knowledge of UN or UNDP procurement systems (advantage).
- Experience working in Sub-Saharan Africa.
- Strong partnership-building experience with governments and development partners.
- Experience supervising procurement teams.
- Capacity building experience within public health procurement.
