An International Non-Governmental Organization (INGO) in Zimbabwe is seeking experts to undertake a short assignment on reviewing the policy and practice around Urban Housing, Urban Land Markets and Private Land Developers regulation in Harare, Bulawayo and Mutare. The 3 experts are expected to produce 3 Policy Position papers (each focusing on a particular town) which will be presented at 3 High-level policy workshops before being shared with the relevant land authorities in Harare, Bulawayo and Mutare.

 

Over the past 3 years, we have been implementing a 5-year project aimed at improving livelihoods of men and women of all generations adversely affected by corrupt practices in land administration and land deals, and thereby to enhanced security of tenure, as well as to equitable and fair access to land and water, and to sustainable and inclusive development and growth. For the past 3 years, through the project, the INGO has gathered evidence on the manifestation of land corruption and its gendered impacts. The INGO has also trained some communities in identifying and reporting land corruption. Going forward the INGO seeks to complement efforts by the Government of Zimbabwe to curb all forms of corruption.

 

Against this backdrop, we seek to engage 3 experts to undertake a policy review on the following key issues: Opportunities for Land Corruption in Harare and Bulawayo’s Urban Land Governance systems; Regulation of private land developers and opportunities for corruption; The Urban land market and the extent to which land sale is transparent; The Urban planning process and opportunities for the elite capture of land and land corruption

This is a 15-day assignment and as such we expect the 3 Experts to start the work on the 25th of September 2018.

 

Qualifications and Experience.
Will be an organization or individual with a proven record of undertaking high-level policy research and analysis developing policy material; Will have extensive knowledge of land governance as well as regional and global narratives on Land Governance; At least a master’s degree in the following fields – Rural and Urban Planning, Development Studies, Public Policy, Economics, Law or other related disciplines; Project management experience and ability to meet deadlines is essential; Knowledge of the civil society/NGO sector; Exceptional diplomacy and cross-cultural skills; Ability to converse fluently in Shona and/or Ndebele.
