Outcomes Evaluation Consultancy: Christian Aid

Background
For the past three and a half years, Christian Aid working with its partners – Ntengwe, and Silveira House, and an assortment of local institutions and stakeholders has been implementing the “Integrated Learning, Skills and Entrepreneurship Advancement Initiative” (ILESEA) in five wards of Binga district in Matabeleland North Province of Zimbabwe. The project was funded by COMIC Relief. The project is currently seeking the services of an outcomes evaluation consultant. This consultant will provide insights of the relevance, effectiveness and efficacy of the project, and provide an understanding of the value for money gained by the investment in the project.

The project espoused seeing positive changes in otherwise one of the most marginalised communities in the country. The positive changes were expected at individuals, organisations, communities, institutions and stakeholders, to ensure sustained development in the long term. The need for an external, independent and nuanced opinion on the achievements of projects in obtaining the intended outcomes cannot be over emphasised.
