National GIS/Information Management Officer
Special short-term ungraded, 3 months with possibility of extension As soon as possible
Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Under the Overall supervision of Chief of Mission, Zimbabwe and technical supervision of the Emergency coordinator, the successful candidate will contribute in the development, implementation and administration of database information systems and process information on IDPs and the trainings planned with the Government of Zimbabwe and project implementation activities of the CCCM (Camp Coordination Camp Management)/Shelter/NFI/DTM, in close collaboration with the support department and other IOM colleagues in the mission.
Core Functions / Responsibilities:
1. Contribute to the development, implementation and administration of database information systems to gather and process information on internally displaced persons (IDPs). Conduct key information collection activities including IDPs location assessments, registrations and other ad hoc surveys and profiling activities.
2. Support the establishing and supervision of large-scale field assessment with multi-layered data collection techniques, including mobile data collection systems, to gather timely information about affected populations, returnees and IDPs and any other source of data required.
3. Identify, recommend, develop, and support relevant methodological, operational and technological solutions relating to the Displacement Tracking Matrix (DTM) implementation.
4. Support the mission in developing data collection tools, databases, statistical reports and maps.
5. Develop and implement proper backup / restore, data validation and security procedures to ensure data integrity and availability.
6. Supervise the CCCM/Shelter/NFVDTM team staff and implementing partners including preparation of adequate ToRs and contractual arrangements
7. Liaise with IDPs camp committees, gather and compile information on training gaps and suggest improvements to the trainings and activities managed by the Government officers or their relevant partners.
8. Provide logistics support in relation to organizing capacity building workshops for government CCCM focal points; and trainings for local implementing partners’ enumerators and field staff on DTM projects activities in coordination with the Department of Civil Protection(DCP) under ministry of local government in Zimbabwe.
9. Secure consistently available computer services, support training and maintenance of all computer systems used for information database systems.
10. To provide timely, accurate and adequate information to all relevant stakeholders regarding needs, movements and new displacements. Compile and distribute to key stakeholders daily, weekly and monthly update as required.
11. Integrate the protection, accountability to affected populations (AAP), progressive resolutions to displacement situations (PRDS) and gender perspectives (vulnerable groups) within the programme activities.
12. Gather, analyze and compile reports for donors and stakeholders, assuring data consistency, giving statistic information and mapping of collected data. Provide support to IOM partners such as governmental services in data management and reporting with training and technical support.
13. Act as focal point in developing project concept notes for mission resource mobilization on projects related to (CCCM/Shelter/NFI and DTM and their implementation.
14. Ensure that financial documents relating to CCCM/Shelter/NFI and DTM project activities are timely submitted to Finance and Administration Unit for processing
15. Represent IOM in meetings related to DTM and CCCM/Shelter/NFI organized by the government, UN, NGOs or other stakeholders.
16. Act as Zimbabwe mission Information Management (IM) focal point, support the country mission’s efforts to coordinate and harmonize IM activities and liaise as necessary with the IM working groups and focal points within UNCT or DCP.
17. Provide input to the production of report through providing maps, and if needed a map for weekly report by developing GIS database for mapping purpose.
18. Assist the regular development and dissemination of displacement dashboard, maps, site profiles and displacement severity and risk profiling, on the basis of the findings of population tracking exercises.
19. Perform such other duties as may be assigned.
Desired qualifications:
(Education, experience and competencies)
1. University degree, preferably in Architectural Studies and planning with five years of relevant experience.
2. Operational and field experience in organizing trainings and workshops including experience in the field of humanitarian and in complex emergencies
3. Experience in liaising with governmental authorities, other national/international institutions or organizations
4. Work experience in GIS, DTM and Information Management and CCCM/Shelter/NFI management and community mobilization.
5. Work experience in project development, project implementation and donor reports.
6. Knowledge of International Humanitarian Response Systems including the Cluster Approach
7. Familiarity with Migration Crisis Operational Framework (MCOF)
8. Experience in the development and implementation of population database systems (e.g. migrant registration, censuses, household surveys) and maps;
9. Experience in training data collectors working in camps and host communities;
10. specifications to technical briefs for data capture/analysis and compiling diverse datasets; Experience in writing technical requirements documents, translating/planning
Languages:
Thorough knowledge of English Language is a prerequisite
