Monitoring Evaluation and Research Coordinator (SAGE) Job Description x 3

Reporting to the Monitoring Evaluation and Research (SAGE) Specialist, the job holder will provide technical guidance in the implementation, monitoring, research, evaluation and documentation of the Supporting Adolescent Girls’ Education project in Zimbabwe. She/He will be responsible for providing capacity building to district staff from Plan International and Consortium members on monitoring and evaluation.

Accountabilities

Monitoring and Evaluation (M&E)

  • Leads the implementation of the project MER frameworks and M & E tools including ensuring regular updates of the frameworks, M & E tools and guidelines at PA level.
  • Coordinates the collection of output and outcome level data and including beneficiary accountability mechanisms.

  • Lead consortium partners in the roll-out of community based monitoring and reporting systems in line with the project requirements at district cluster level
  • Plan and coordinate data quality assurance, including frequent survey auditing and data spot checks.
  • Coordinates the implementation of gender sensitive participatory monitoring tools.
  • Ensure all project monitoring, evaluation and research initiatives are conducted in line with Plan’s policies and procedures.

Evaluations

  • Participates in the overall planning, design and coordination of project base, mid and endline surveys, including reviewing consultant Terms of Reference, supervising consultant contracts, supporting quality implementation of the sampling methodology and data collection and review draft reports to ensure quality analysis.
  • Review evaluation and research reports and give recommendations regarding approval to programme management
  • Conduct quality analysis of project evaluation reports against criteria defined in the evaluation standards and identify trends in findings for review and follow up by project management.

Knowledge Management and Learning

  • Ensure that consortium members and other stakeholders have easy access to quality and reliable project information as and when they need it.
  • Facilitate the generation, storage and utilization of program information, including documentation of case studies and best practices.
  • Coordinate and lead internal and external inputs required for designing and production of M&E reports and program learning products, ensuring compliance with donor requirements.

Participate in Plan’s MER networks to enhance Plan’s Program Performance

  • Participate in MER networks in order to facilitate learning and sharing of experiences.
  • Identify and establish relevant networks and platforms for Monitoring, Evaluation and Research initiatives related to the project.

Child Protection & gender equality mainstreaming

  • Promotes and abides by Plan policies and procedures including but not limited to: Gender equality mainstreaming, Safeguarding, Code of Conduct and the related mandatory reporting responsibilities

Knowledge

  • A degree in Economics, Strategic Planning, Development Studies, or related studies.
  • A post graduate degree in research and or monitoring and evaluation will be an added advantage.
  • 3- 5 years relevant working experience.
  • Knowledge of theories of child-rights programming and child protection (programmatic and safe-guarding)
  • Knowledgeable on participatory M&E tools and systems
  • Knowledgeable on participatory and gender sensitive monitoring tools and systems
