Program / Department Summary

Mercy Corps Zimbabwe’s WASH programming in Manicaland province has supported the response and prevention efforts against waterborne diseases like cholera, typhoid and enhanced government capacity to respond and deliver water and sanitation services. MC WASH interventions focus on rehabilitating communal and institutional WASH infrastructure, distribution of NFI kits, public health promotion and good waste management disposal. MC works closely with the government technical institutions supporting key district, provincial health teams and extension agents through resources in kind, joint planning, assessments and response. Mercy Corps is the focal lead agent for Manicaland Province’s WASH cluster of NGO partners, representing the National WASH Cluster in the province.

Mercy Corps will be implementing a WASH program that mainly focuses on environmental health, hygiene promotion/behaviors, sanitation and water supply. The broad aim of the program is to build community resilience to WASH disease shocks through capacity building, public-private partnerships approaches and promoting cost effective water and sanitation technological innovations. The program will work closely with the local authorities, government technical ministries and collaborate with other development partners in the project area.

General Position Summary

The Monitoring, Evaluation and Learning (MEL) Officer will be responsible for community mobilization, selection and training of health promoters, community and school health club facilitators. Monitoring and encouraging the adoption of the practices of health and hygiene promotion through club activities and learnings. The program requires active engagement of stakeholders in the roll out of social marketing programs for household water treatment products. The incumbent will work closely with the local authorities and target communities to improve community knowledge, behavior and promote best practices in water, sanitation, health and hygiene. In addition to supporting rehabilitative works, access to household water treatment and health and hygiene promotion, this position will assist with the monitoring evaluation and learning (MEL) for the project.

Essential Job Responsibilities

KEY PROGRAM RESPONSIBILITIES

• Participate in baseline survey and discuss the results with the project stakeholders. • Conduct mapping of vulnerable groups /areas inter-alia, under-served areas in terms of accessibility to water and sanitation services. • Support district level integrated disease surveillance system with focus on diarrheal diseases. • Collects and collates reports from the field sites.• Coordinates with WASH Officers regarding reports and M&E activities.• Monitor and quality assurance spot checks on each project site.• Trainings project beneficiaries on data analysis and interpretation of the project indicators. Develop case studies to document best practices and capture qualitative attributes of the project.• Coordinate the updating of project indicators in collaboration with UNICEF to enable the fulfillment of reporting obligations to donors.• Ensure that monthly, quarterly and annual reports are submitted to the donor by the scheduled deadlines.• Develop/update indicator definition for reporting according to partner and program team’s needs. • Other duties as assigned by the supervisor.

Knowledge and Experience ● Minimum 5 years field experience in project monitoring, evaluation, research and information management● Experience in working with diverse project partners ● Degree in development work or water and sanitation related studies. ● Strong knowledge of community appraisal approaches (PRA, PHAST, PHHE) ● Good report writing and research skills● Fluency in written and spoken English, ability to speak and understand Shona● Strong organizational skills● Proven capacity to work in a multidisciplinary environment● Strong computer skills especially in MS word and excel

Success Factors The MEL Officer must be a conscientious worker with an excellent sense of judgement. S/he has the ability to work simultaneously on multiple tasks and a willingness and ability to work effectively with a wide variety of people. S/he has the ability to work as part of a team and coordinate with project personnel. They must be computer literate with strong organizational skills.
