Logistics / Procurement Officer: We Effect

Purpose of the positionTo facilitate effective and efficient procurements of goods and services within the framework of the “Transforming Zimbabwe’s Dairy Value Chain for the Future” Action. This includes procurement of Office equipment, vehicles and supplies; Consultancy services; Equipment, machinery and other productive assets within the framework of the Matching Grant Facility (MGF); breeding heifers and semen within the framework of the support to the Dairy Revitalization Programme (DRP); and equipment, machinery and service within the framework of the support to ZDIT for the refurbishment/modernizing of the Aglabs laboratory.
Main responsibilitiesEstablish suppliers list of goods and services; Establish standard procedures for procurements following the EU procurement regulations; Prepare proposals to tender invitations and float such invitations through relevant channels; Participate in procurement committee meetings set-up for assessing and evaluating tenders and making recommendations for decisions and prepare proposals to procurement decisions; Prepare contract proposals with suppliers of goods and services and monitor compliance to contracts; Ensure compliance to EU procurement regulations and eligibility of cost; Prepare orders and payment requests of goods and services; Receive and make quality check of goods and services and in liaison with the Project Accountant, enter the goods in inventory list and stock registry; Facilitate delivery of goods to beneficiaries in compliance to agreements; Assist Partners to develop their procurement systems and comply with the EU procurement regulations; Prepare periodic plans and activity reports as may be required by the management; Attend monthly We Effect staff meetings and team development activities; Attend trade fairs and other exhibitions relevant for the beneficiaries of the Action; Communicate on technology available and cost to beneficiaries of the Action; Carry out any other duties assigned by the Matching Grant Manager.
QualificationsDegree in procurements/logistics, economics, agribusiness, agricultural marketing, or related field; 5 to 10 years of experience from business management in the dairy sector, procurement of goods and services; Good knowledge about small-scale and ‘green’ technology needs by dairy value chain actors and suppliers of such technology; Computer literate and excellent written and oral communication skills; Clean Class 4 driving license and ability to travel in-country.
To applySuccessful candidates will be engaged on an annual contractual basis to be renewed based on performance for a maximum period of four years and will be stationed in the We Effect offices at 221 Fife Avenue, Harare, Zimbabwe.
