SupervisionThe successful candidate will work under the guidance and direct supervision of the Head ofOffice, and in cooperation with other colleagues of the Programme and Resource ManagementUnits.Core Functions / Responsibilities:Programme Development and Donor Liaison1. Assist Zimbabwe mission on designing and development of new programmes/projects inclose coordination with the Chief of Mission, Regional Office, relevant programme managers,governmental authorities and international and regional institutions as well as partners’organizations in public/private sector.2. Developing letters, fact sheets, and other informational materials about IOM for potentialdonors.3. Act as a focal point for IOM Zimbabwe and respond to inquiries from Headquarters andnetwork of IOM regional offices in liaison with Chief of Mission and relevant programcoordinators.4. Assist on Conceptualising and designing programmes based on solid results framework thatrespond to emerging trends and country and donor priorities.5. Contribute to the process of establishing a functional governmental and non-governmentalinfrastructure capable of raising awareness on issues relevant to IOM’s mandate andZimbabwe, promoting project/programme related activities, and strengthening upon existingreferral structures through assistance mechanisms.6. Update regularly the Resource Centre at the office with appropriate and relevant external andinternal resources.Programme Monitoring and Assessment
1. Maintain up-to-date knowledge of all programmes implementation in Zimbabwe.2. Liaise between IOM financial officials and programme managers to ensure that the latter areobservant of financial requirements.3. Coordinates with the mission M& E focal point on directing and overseeing monitoringactivities in order to generate data and inform/identify in advance implementation challenges,formulate solutions and ensure timely delivery of activities and services within the designatedtimeframe.4. Assist on Ensuring logical and efficient planning, deployment of monitoring staff to achievedata gathering objectives.5. Coordinates with programme coordinators/units to support drafting of regular progress reportsto be submitted to the donor and Headquarters.6. Undertake duty travel relating to project/programme assessment, liaison with counterparts,problem solving, and new project/programme development, as required.Chief of Mission Support
1. Identify areas of programme implementation which require the Chief of Mission’s intervention.2. Assist on Preparing policy briefings in relation to the CoM’s liaison functions for theGovernment of Zimbabwe, senior partners, visiting delegations and donors, liaising withrespective program managers for related organizational events and partner United NationsCountry Team (UNCT) organizations.3. Assist on Ensuring adequate follow-up with mission staff in support of the CoM’s strategicinput and key decisions, including oversight of the mission’s development of a countryprogramme.4. Perform such other duties as maybe assigned.
Required Qualifications and Experience:
Education• Master’s degree in Political or Social Science, Business Administration, InternationalRelations, Law or a related field from an accredited academic institution with relevantprofessional experience.Experience• Excellent research, writing and organizational ability to meet deadlines and effectivelymulti-task;• Field experience in the Migration or Development fields is a plus;• Experience in Project design and government and donor liaison is a plus.LanguagesFluency in English is required.Note
