Global Health Supply Chain-procurement and supply Management
Background: The Global Health Supply Chain – Procurement and Supply Management Project (GHSC-PSM), Zimbabwe Initiative is a USAID program implemented by Chemonics International Inc. The purpose of GHSC- PSM is to ensure uninterrupted supplies of health commodities in support of U.S. government-funded public health initiatives around the world.

Responsibilities: The HR Manager is responsible for managing HR functions in compliance with local labor laws and Chemonics policies and procedures. The Manager will manage recruitment, benefits, employee relations, compliance, internal communication and training, and other initiatives as required. The HR Manager is responsible forthe following responsibilities:
⦁ Manage the recruitment process of local employees in compliance with established procedures and regulations, including, but not limited to, creating job descriptions and interview questions, shortlisting candidates as well as conducting reference checks, completing documentation, negotiating employment offers, and onboarding new staff.
⦁ Manage the leave, attendance, and health claims contract as per Chemonics policies.
⦁ Maintain a good understanding of all office procedures and the field office policy manual.
⦁ Ensure all staff are trained in, and are familiar with, timesheet and leave policies.
⦁ Maintain personnel files according to Chemonics policies and with confidentiality.
⦁ Communicate with staff and help ensure a positive and thriving work environment for all.
⦁ Ensure annual performance assessment procedures are communicated and followed.
⦁ Provide input on HR actions to mitigate risks to the Project and Chemonics.
⦁ Ensure management of project assets including keeping regular and updated inventory.
⦁ Directly supervise the Administrative Assistant and Training Coordinator. Provide overall assistance and capacity building to other members of the operationsteam as needed.
⦁ Organize and facilitate staff meetings and team building activities for project staff.
⦁ Foster a workplace inclusive of creating opportunity, serving others, building trust, innovation, and exceeding
expectations.
⦁ Complete various HR reporting requirements and other relevant tasks as requested.

Qualifications:
The required knowledge, skills, and/or abilities include:
⦁ Degree in HR, business administration, public administration, or related field.
⦁ At leastfive (5) years of experience in progressive HR roles; USAID experience preferred.
⦁ Strong knowledge of HR management concepts and best practices, and USAID regulations.
⦁ Knowledge of local labor laws, ability to interpret local labor laws; previous experience interacting with labor counsel preferred.
⦁ Demonstrated success in managing programs of similar magnitude and complexity, working collaboratively with various teams, and communicating effectively.
⦁ Strong attention to detail, high degree of accuracy and thoroughness.
⦁ Demonstrated versatility, integrity, and confidentiality.
⦁ Excellent interpersonal, diplomacy, and communications skills.
⦁ Fluency in English required.
