ZAKIS Project
Welthungerhilfe (German Agro Action) PVO 21/2003 is leading a consortium of NGOs to support the Zimbabwe Ministry of Agriculture’s Departments of Research, Education and Extension in its Agriculture Knowledge and Innovations System Project funded by the EU under the Zimbabwe Agricultural Growth Programme. The ZAKIS Project is a 52-month project running which started in August 2018 and runs to January 2023. The project is delivered by a consortium including Welthungerhilfe (Consortium Lead), SNV, ICRISAT, CTDO and SAT.
The Project focuses on Zimbabwe’s Agriculture Knowledge and Innovation Services (AKIS) – how Agricultural Research, Education and Extension work together to improve farmer income and an enabling environment for investment in agriculture. The project seeks to create an inclusive AKIS – meeting the needs of Zimbabwean farmers while engaging the Private Sector. The primary target of the project is Government – specifically the Departments of Research and Specialist Services (DR&SS), the Department of Agriculture Education and Farmer Training (DAEFT) and the Department of Agricultural Extension (AGRITEX) within the Ministry of Ministry of Lands, Agriculture, Water, Climate and Rural Resettlement in Zimbabwe. All components of the project are achieved through building capacity of government to deliver or oversee the delivery of services.
The central concept of the project is the creation of two Agricultural Centres of Excellence which showcase agriculture research, education and extension working together, whilst engaging the private sector for the benefit of farmers along selected value chains. A second concept is the creation of a virtual centre of excellence which showcases the work of the two ACEs as well as other agriculture best practice in Zimbabwe and the region on a digital platform accessible to everyone via computer and smartphone.
a) Coordinate the ZAKIS Project Implementation
Co-ordinate technical, financial and administrative aspects of the ZAKIS Project Implementation activities; Monitor the project operational activities and provide feed-back to the ZAKIS Project Steering Committee; Follow-up on the project monitoring system in close cooperation with the monitoring and evaluation officer; Regularly monitor the execution of Project Implementation related activities and results, provide feed-back to the ZAKIS Project Steering Committee and other project stakeholders; Compile and document relevant ZAKIS Project information for collaborative activities and missions; Design implement, and document meetings, workshops, seminars and other events related to the project’s field of activities; Support short-term consultants and experts of the project to fulfil their tasks during their assignment
b) Oversee to the ZAKIS project’s strategic development
Provide technical advice on Project Implementation to the Project Staff, Partner staff and Government stakeholders; Keep informed about topics and developments related to the project’s activities (e.g. through evaluation of the press, direct dialog, forum participation, public hearings, seminars); Develop and organize quality assurance; Participate in identifying needs for external support and advice; Propose new initiatives/ improvements, make policy and strategic recommendations; Monitor the ZAKIS Project progress and provide feed-back to the Management, with the support of and in close cooperation with the monitoring Team.
c) Plan ZAKIS Project Implementation related project activities and ensure knowledge transfer
Coordinate the planning of project activities within the defined area; Develop project designs, including the preparation, organization and moderation of planning exercises; Formulate project action plans and synchronise between the planning and budgeting system; Develop technical concepts, guidelines, manuals, and procedures, which are ready to be applied; Prepare inputs to project/program reports and publications for all required reports; Support research and study activities
d) Cooperate with relevant stakeholders
Develop and maintain contacts with all relevant stakeholders – Specifically the target Government departments (DR&SS, DAEFT, AGRITEX), other relevant departments (DVS, Irrigation and Mechanisation, Economics and Markets, TVET), with other ZAGP actors (EU, TA, VC, AH&FS project), other large agriculture related projects (LFSP, ZRBF, AMALIMA, ENSURE etc. as well as other relevant organisations; Cooperate with government institutions, non-government organisations, and the local community; Represent the project/program; Act as liaison to and cooperate with other WHH projects in the region; Collect and circulate relevant information, disseminate project experiences
Required Skills, Education and Experience
Postgraduate qualification in Agricultural Economics, Agricultural Extension, Agri-business or a related field; Minimum 7-10 years professional experience in a similar position within an international NGO; Experience of working closely with and ensuring optimal relations with senior staff at the Ministry of Lands, Agriculture, Water, Climate and Rural Resettlement in Zimbabwe; Experience of overseeing and motivating a consortium of diverse NGOs to achieve a broad range of project objectives; Experience of reporting frequently to a donor and co-ordinating with other projects commonly funded under a wider donor strategy; Experience in overseeing organisational development and capacity building within traditional government departments to deliver improved services; Experience in successfully introducing innovative ways of working, digitalisation, new business models and PPPs to traditional government institutions; Experience in coordination of complex field activities, staff supervision and project management; Strong report writing skills; Knowledge of finance and administration within an NGO
