Key Responsibilities

  • Provide expert advice, offering advice and guidance on administration, interpretation and enforcement of laws pertinent to the Office on complex legal matters to senior management and staff.
  • Drafting and reviewing legal documents, preparing and reviewing contracts, leases, agreements and other legal instruments such as S.Is, rules, regulations and policies.
  • Identifying, managing, assessing and mitigating potential legal risks associated with the Office’s operations.
  • Supervise litigation matters for and against the Office as an institution and manage external legal service providers with ethical standards.
  • Make recommendations that ensure policies are aligned with the Office’s overall strategic plan.
  • Analyze existing and emerging policies, identifying potential impacts and opportunities for the Office.
  • Conduct research and analysis to support policy development.
  • Draft and make recommendations for review of policy documents, ensuring clarity, accuracy, and alignment.
  • Keep abreast of relevant policy developments and trends, keeping the Office informed of potential impacts and opportunities.
  • Provide expert advice to senior management and other stakeholders on policy related matters.
  • Identify and manage potential risks associated with policy decisions.
  • Prepare agendas for Board meetings in consultation with the Chairperson and the Master.
  • Organize and facilitate Board meetings including Annual General Meetings.
  • Draft minutes for Board meetings.
  • Coordinate the Board evaluation process.
  • Develop the Board’s continuous development programme.
  • Provide legal advice to the Board Committee and Management.
  • Provide guidance on corporate governance best practice.
  • Ensure that Board resolutions are implemented by Management.
  • Maintain statutory corporate records.
  • Manage Board members’ induction.
  • Prepare legal compliance assessment reports.
  • Prepare the Legal Department Risk register.
  • Supervise subordinate staff in the furtherance of the above key results areas.

Requirements

  • Bachelor of Laws (LLB) Degree from a recognized University.
  • 5 – 10 years progressive experience in legal practice and policy development with a good grasp of laws governing the Zimbabwean judiciary system.
  • At least 5 years experience as a Senior Management level with at least 3 years in judicial/ quasi-judicial role.
  • At least 5 years in Senior Management or advisory role.
  • Proven experience in legal drafting, compliance and litigation management.
  • Strong knowledge of Zimbabwean legal and policy frameworks.
