Applications are invited from suitably qualified persons to fill the following full-time positions, for two years renewable contracts, that have arisen within the Global Environmental Facility (GEF) funded project titled Urban and Peri-Urban Ecosystems in Zimbabwe for Sustainable Food Systems in Zimbabwe being implemented by the Food and Agriculture Organisation of the United Nations (FAO) under the Executing Agency, the Environmental Management Agency (EMA).

Under the general supervision of the Technical Project Coordinator (TPC), the job incumbent will be responsible for financial management duties including generating financial data, compiling and submitting reports, and assessing the financial health of the project.

Key Responsibilities

  • Provide technical and strategic leadership in the project team and ensure comprehensive coordination for project implementation in close collaboration with project partners and stakeholders
  • Enforce effective internal controls, policies and procedures in compliance with project Executing Entity and FAO sub-granting requirements, professional standards and policies.
  • Coordinate the project financial operations arrangements through contractual agreements with key project partners.
  • Timely monitor and communicate financial information, policies and procedures to project partners.
  • Update and implement project financial procedures and administrative procedures as may be required from time to time.
  • Ensure effective and efficient management of project resources and mitigation interventions in a responsible and transparent manner.
  • Coordinate the annual audit and follow-up on recommendations and action plans raised by auditors.
  • Ensure relevant reports on expenditures, forecasts, progress against work plans are prepared and submitted in accordance with FAO and GEF defined procedures and reporting formats.
  • Participate and represent the project in collaborative meetings with project partners and the Project Steering Committee.
  • Undertake missions to monitor outputs-based budgets and resolve accounting and financial problems as they arise.
  • Assist in preparation of meetings, workshops and seminars, book meeting rooms and assure that all necessary arrangements are made.
  • Ensure all financial transactions are executed and updated within the Agency’s financial management systems.

Requirements

  • A minimum qualification of a first degree in Finance, Accounting, Business Administration or related fields.
  • At least five years’ experience in supporting project partners in the design and implementation of financial management systems and reporting.
  • Experience in coordinating budgeting processes and supervising administrative processes.
  • Professional training in Administration and Human Resource Management will be an added advantage.
  • Computer skills and familiarity with accounting software is essential.
  • Demonstrated knowledge of project management systems.
  • Proficiency in financial accounting packages with fluency in Ndebele, English and Shona languages.
