Role definition
Role purpose
To support Christian Aid’s humanitarian response to Cyclone Idai in Zimbabwe. To co-ordinate delivery of Christian Aid’s appeal funded projects by partners in the field. To help ensure that project resources and planned project activities are undertaken within budget and time frame to enable direct benefit to target communities and programme impact. To assist in the development, implementation and monitoring of Christian Aid’s humanitarian projects, providing effective and timely support to partner organisations, enabling them to implement the rapid, effective and principled response to emergencies, and ensuring that this is in line with Christian Aid’s global and country strategy. To act, as appropriate, as the interface amongst implementing partners and Christian Aid and/or donors including coordinating feedback, representation in key stakeholder meetings and contributing to strengthening of partner relationships.
Key outcomes
• Partners are prepared to respond and deliver high quality emergency programmes in line with Core Humanitarian Standards.
• Project resources and activities delivered within budget and time-frame and projects delivered to the highest standards in line with the country, divisional and organisational strategy through effective support to the programme team.
• Humanitarian and financial policies and procedures complied with, in particular, reporting requirements for CA and DEC Appeals and institutional donors.
• Positive relationships maintained and developed with local implementing partners and other stakeholders present in the field through effective communication and coordination.
• Document, report on and participate in all appropriate humanitarian coordination mechanisms.
• Ensure inclusion, gender and accountability to affected populations are embedded in the response both in Christian Aid and in partner organisations.
• Support coordinated accurate, timely, and effective reporting in line with CA internal processes and procedures.
• All receipts, reports and other documentation from Partners accurately recorded in programme management systems and filed both manually and electronically.
• Effective and efficient administrative systems and procedures, including support in collating and compiling financial reports, in accordance with Christian Aid’s framework, implemented within the office to support staff
• Support in developing Sitreps and other internal information sharing materials as appropriate.

In order to respond to ever changing demands within the environment, Christian Aid operates within an agile framework (both in workforce and operational) that requires from all employees, a high level of responsiveness and adaptiveness to processes and structures making flexibility and a project based working approach the norm. To sustain this system, managers may/will agree further details of specific tasks and duties as part of the performance agreement. Any reasonable duty may be assigned that is consistent with the nature of the job and its level of responsibility, and employees may be required to change the focus of their role from time to time.
Relationships
External The post holder will be required to work closely with partner organisations and other stakeholders / humanitarian players in the locality, as well as liaise with donors as required. Expected to represent Christian Aid at external coordination / advocacy meetings at the field level.
Internal Works closely with colleagues in country and across the organisation.
Decision making
Proposes action CA should take in its response to the humanitarian crisis and makes day-to-day decisions to contribute to the implementation and smooth running of the cyclone Idai response. This may include suggesting programmatic and administrative changes, ensuring rolling plans are presented for agreement, contributing to reports for institutional donors, DEC, ACT and other Christian Aid reporting, agreeing necessary support to partners, monitoring and suggesting adjustments / corrections the use of overall emergency response expenditures and the provision of other support as necessary.

Role context
The post-holder works within the International Programme and is key to providing support to the humanitarian response to Cyclone Idai Emergency in Zimbabwe, reporting to the Senior Emergency Officer. The post-holder works with partner organisations providing assistance to ensure the emergency response is coordinated effectively in line with Christian Aid’s country strategy and humanitarian policies and in compliance with donor requirements.

Applied skills/knowledge and expertise
Essential
• Degree or equivalent in development studies, humanitarian response, or similar
• Fluent written and spoken English
• Previous experience of supporting the delivery of high quality reports to institutional donors
• Relevant experience of working through partnership to deliver high quality emergency project/programmes
• Understanding of partnership approach to emergency work and experience of working with local partners
• Experience of working under own initiative with a variety of different stakeholders
• Must have experience of developing and implementing best practice and capacity building partners.
• Knowledge and experience on the application of CHS, Safeguarding principles, Sphere, and the Red Cross
Code of Conduct.
• Must have experience of data collection and reporting (including basic financial reporting) and good organisational ability
• Must have a knowledge of the country context and an understanding of how the international development sector operates.
• Professional experience living and working in Zimbabwe
Desirable
• Shona language skills
• Knowledge of gender, inclusion and resilience approaches.
• Relevant post graduate qualification in development or humanitarian discipline.
