EMERGENCY COORDINATOR
The purpose of this role is to manage and implement GOAL’s emergency response in Zimbabwe. The Emergency Coordinator will have overall responsibility for ensuring that all programme activities are planned, resourced, implemented, monitored and evaluated in a timely manner.
Programme
- The Emergency Coordinator must ensure that GOAL’s programme meets the highest national and international standards, and comply with codes of conduct and agreements to which GOAL is a signatory;
- Overseeing programme implementation in Zimbabwe, including coordinating closely with partner organisation.
- Preparing programme reports and donor reports as required, and ensuring that they are completed on time and to sufficient quality;
- Regularly reviewing implemented activities and planning for future developments in Zimbabwe, including possibilities of transition into recovery programming
Administration and Logistics
- Ensure that the necessary logistics and procurement procedures are followed in all programme activities in line with GOAL policies;
- Manage or support, the development and proper functioning of any programme office deemed necessary to support the programme.
- The Emergency Coordinator must ensure that there are appropriate systems in place for the effective utilisation and management of finance, personnel, supplies, transport, capital assets etc.
Finance
- The Emergency Coordinator has ultimate accountability for all financial matters in the programme. S/he will work closely with the Financial Controller on all aspects related to finance.
- The Emergency Coordinator must ensure adherence to the financial guidelines as per the GOAL Dublin Financial Manual.
- The Emergency Coordinator must ensure that donor financial reports are submitted in accordance with specific donor requirements.
- The Emergency Coordinator must ensure that comprehensive and timely reports are produced in accordance with schedules agreed by GOAL HQ.
- To be responsible for the overall financial management of the programme and to ensure that expenditure is kept within the agreed budget or as instructed by the Regional Director. The Emergency Coordinator has responsibility to inform GOAL HQ of budgetary overspends or underspends as they affect programmes and plan appropriate interventions.
Personnel
- Manage any staff in line with GOAL’s guidelines and policies;
- Recruit, employ and when necessary to terminate all agreed national staff for the programme.
- Ensure that any staff required for the programme are recruited, briefed and adequately supervised and that they do not act in a manner that could bring GOAL into disrepute.
- Security
- Keep abreast of the security situation and be fully informed regarding the political and security environment within Zimbabwe. Ensure that all reasonable measures are taken to minimise / mitigate the safety and security risks faced by the programme and programme staff.
- Ensure that security guidelines are adapted to the local area and are adhered to at all times
- The Emergency Coordinator must inform GOAL Dublin (through agreed communications protocols) immediately in the event of a security incident relating to staff, assets or programmes. Regular updates and communications on security must be shared as per agreed reports and protocols and as requested.
Representation
- The Emergency Coordinator must ensure that there is appropriate liaison and negotiation with the relevant Government partners, regional and local authorities; donors; local agencies etc. at all levels of project implementation.
- The Emergency Coordinator is also responsible for ensuring that the visibility of GOAL is promoted appropriately at field level.
- Be fully informed regarding the political, security and humanitarian conditions within their country of assignment.
- The Emergency Coordinator must ensure that there are regular effective communications within the programme and with GOAL Dublin. This includes the submission of weekly and monthly reports to GOAL Dublin.
- The Emergency Coordinator must ensure that GOAL complies with all the relevant legal requirements of the country.
New Business Development
- The Emergency Coordinator must actively look for and develop an action plan for new business opportunities.
- Research and track donor funding trends in Zimbabwe and maintain strong relationships with donors.
- Build relationships with strategic partners.
- Lead the development of funding proposals and ensure coordinated communication with donors, host governments and partner organisations.
- Coordinate and undertake assessments of needs as required to inform future programming.
REQUIREMENTS
- Degree in a relevant discipline essential; postgraduate qualifications in development studies, public health or social sciences preferred;
- Minimum five years overseas experience implementing development or emergency programmes within a developing country context;
- Previous experience managing ECHO/EU projects and a thorough knowledge of ECHO/EU reporting requirements and expectations in terms of quality, timeliness, and content;
- Budgetary control and financial management skills
- Experience in liaising with donors, government authorities and partner organisations.
- Proven experience in new business development, institutional fundraising, coordination of assessments, proposal and report writing.
- A willingness to accept basic living conditions;
- Strong communication, planning and organisational skills;
- Proven experience of managing a high workload and multiple priorities.
- Excellent spoken and written English language skills.
- A willingness to regularly travel to programme sites.
- To be familiar with and abide by the NGO Red Cross Code of Conduct, the CHS Alliance and Sphere Minimum Standards
