Duties And Responsibilities
DUTIES AND RESPONSIBILITIES
12. Spearhead the formulation, evaluation and review of quality assurance policies, procedures, strategies and regulations and ensure that they are in sync with the Ministry’s strategic Plan and National Development goals and aspirations.
13. Superintend over the enforcement of quality assurance and Trade measures legislation, policies and guidelines as guided by national, regional and international standards.
14. Monitor the compliance of goods and services with the requirements of mandatory standards.
15. Coordinate the implementation of Conformity Assessment programme in line with WTO agreements and the related accreditation services in line with international best practices
16. Coordinate the development of relevant quality assurance systems and infrastructure through the identification and engagement of relevant state and non-state players
17. Negotiate, domesticate and implement Zimbabwe’s international and regional standards and quality assurance commitments.
18. Superintend over the conduct of market surveillance on the quality of imported and locally produced goods.
19. Collaborate with the Standards Association of Zimbabwe (SAZ) on the development of National standards.
20. Promote and implement legal metrology.
21. Coordinate liaison with relevant Government Line Ministries, Departments and other Non-state stakeholders on quality assurance initiatives.
22. Facilitate effective Representation of the Department in national, regional and international fora on Quality Assurance and Trade Measures.
23. Coordinate the mobilisation of resources and the development of budgets and funding strategies for the promotion quality assurance in production.
24. Superintend over the management of a database for Trade Measures and Quality Assurance records, programmes and projects.
Qualifications And Experience
QUALIFICATIONS, EXPERIENCE & ATTRIBUTES
• A Bachelor’s degree in Production Engineering/Operation Research/Metrology/Economics/Business Studies/ Physics or equivalent
• At least a basic qualification in ISO certification processes/ concepts
• A Master’s degree in any of the above fields is an added advantage
• A minimum of eight (8) years relevant experience, two (2) of which must be at Deputy Director level or equivalent
• Knowledge of business and production engineering concepts
• Knowledge of ISO certification processes.
• Sound knowledge and understanding of industrial development and value chain dynamics
• Knowledge of WTO various standards agreements
• Sound understanding of current National Economic Development Policies and Programmes
• Good oral and written communication with a broad spectrum of stakeholders
• Ability to employ information communication technology in quality assurance management and trade measures operations.
