Key Responsibilities
- Provide direction and make determinations on deceased and insolvent estates
- Assist the Master in developing and implementing the Office’s strategic goals, ensuring alignment with its mission and long-term objectives.
- Advise the Master on all issues pertaining to development of new policy or policy reforms and the evaluation of the effectiveness of legislation in insolvent, deceased estates and corporate rescue processes and makes recommendations on legislative reforms.
- Assist the Master in overseeing administration and winding up all deceased and insolvent estates in Zimbabwe.
- Assist the Master in overseeing administration and supervision of corporate rescue assignments in Zimbabwe.
- Assist the Master in overseeing and administering estates of minor children on behalf of the High Court being the Upper Guardian of all minor children.
- Assist the Master in the management and supervision of the Guardian’s fund.
- Appoint and remove insolvency practitioners, corporate rescue practitioners and estate administrators.
- Adjudicate over highly complex disputes in relation to deceased estates, insolvency matters and corporate rescue matters.
- Determine compliance of testamentary documents (wills) for deceased estate administration purposes.
- Preside over highly complex creditors meetings in insolvency and corporate rescue matters and dispute resolution meetings in deceased estates.
- Authorize investment decisions on behalf of the Master in his absence.
- Ensure that circulars distributed by the office of the Master are adhered to by the department.
- Ensure that the operations of all the Additional Masters are conducted efficiently and effectively.
- Ensure staff welfare and motivation of all department employees in conjunction with the Human Resources.
- Ensure that complaints and disputes are handled within the shortest possible time.
Requirements
- Bachelor of Laws (LLB) Degree from a recognized University.
- Postgraduate qualification in Law with a bias in Succession or Insolvency Law, Public Policy, or Governance is a prerequisite.
- At least 5 years experience as a registered legal practitioner with the Law Society of Zimbabwe
- At least 5 years experience at Senior Management Level in judicial or quasi-judicial administration or legal practice.
- Strong knowledge of Zimbabwean legal and policy frameworks.
