Data Manager
REPORTS TO: NTP Monitoring and Evaluation Officer
KEY RESPONSIBILITIES AND ACCOUNTABILITY
1. Provides technical input into research tools and database design, analysis and interpretation of data. 2. Facilitates the development and implementation of an Electronic TB register.
3. Develops and implements data management work plans.
4. Validates all data in accordance with ethical and GF requirements and SOPs.
5. Maintains high quality databases.
6. Monitors and evaluates progress of data management for relevant projects.
7. Oversees the maintenance of data collection tools and archiving thereof.
8. Develops and manages the TB information system at all levels.
9. Participates in on-site data verification exercises.
10. Compiles monthly/quarterly/annual progress reports.
11. Assists the M&E Officer in compilation and consolidation of monthly quarterly & annual reports.
12. Produces quarterly data completeness and timeliness reports and disseminates and shares reports with all stakeholders
13. Acts as an adviser to the M&E and TB Deputy Director on Data Management
Analyses results in decisions regarding system design which determines the system operation in terms of the process, data and hardware requirements.
15. Constructs workflow charts and diagrams for systems support documentation.
16. Studies system capability in order to provide effective support to the users of the system.
17. Writes specifications for system platforms on request from users.
18. Develops data entry programs as will be required.
19. Establishes requirements for data collection tools, participates in revisions or updating of the tools and facilitates distribution to the data collection sites.
20. Imports and exports data between data management software programmes.
21. Works hand in hand with other programme staff, processes and produces accurate data reports / data sets within required time frames.
22. Provides data analysis support to the programme staff for presentation/ manuscript development. 23. Participates in manuscript development.
24. Inputs TB data into the Global report and SADC TB system on an annual basis.
25. Conducts coaching and training workshops to NTCP programme and sub-partner staff to ensure the acquisition of knowledge and skills required by the developmental partners and TB control programme. 26. Facilitates training of staff on computer software packages and trouble shooting. Coordinates support visits for pilot.
27. Provides network and computer systems administration.
28 Maintains system protocols by writing and updating procedures for in-house designed systems.
29. Prepares technical reports by collecting, analysing and summarising information trends on ad hoc basis.
30. Reviews and analyses computer print outs and performance indicators to locate code problems and correct errors.
31. Provides references for users by writing and maintaining user documentation, providing a help desk support and training
32. Designs and implements appropriate back up mechanisms for all levels.
33. Provides trouble shooting and hardware maintenance.
34. Supports all application systems used by the TB unit by maintaining, improving and attending to all system user problems.
35. Prepares the specifications/terms of reference for IT equipment
36. Participates in the IT equipment tender adjudication exercises
QUALIFICATIONS and EXPERIENCE
– Degree in Computer Science or Information Technology
– Degree/Diploma in Health Information
• Minimum 3 years’ experience in data capturing and data maintenance
• Good knowledge of the National Health Information Systems/DHIS2
• Good analytical and report writing skills
• Must be computer literate and well versed with computer software packages such as SPSS, MS Access. Minitab, Excel and Word
• Demonstrate ability to use MS DOS and Windows environments and Database
• GIS knowledge a must
• Experience and knowledge of monitoring and evaluation will be an added advantage
