The Opportunity
We are seeking a highly experienced Chief of Party (COP) to lead the implementation of the PMI Evolve Project in Zimbabwe. Under the supervision of the US-based Project Management Director, the COP will oversee all program activities, including technical, financial, and operational components. You will serve as the primary point of contact with local stakeholders such as the U.S. Embassy, National Malaria Control Program (NMCP), and other partners.
About the Project: PMI Evolve
The U.S. President’s Malaria Initiative (PMI) Evolve Project, led by Abt Global since 2022, supports national efforts in malaria vector control. The project focuses on the planning, implementation, and monitoring of interventions including insecticide-treated nets (ITNs), indoor residual spraying (IRS), and entomological surveillance across multiple African countries.
Key Responsibilities
Leadership & Strategic Direction
- Provide overall project leadership and strategic direction.
- Serve as Abt’s primary representative in Zimbabwe.
- Liaise with U.S. Embassy, NMCP, Ministry of Health, and key partners.
- Ensure program alignment with PMI/USAID priorities and local needs.
- Program & Operations Management
- Lead the development and delivery of key project documents including annual work plans, budgets, and technical reports.
- Oversee the planning, execution, and monitoring of ITN campaigns and other malaria control activities.
- Monitor project performance against objectives and timelines.
- Team & Stakeholder Management
- Supervise and mentor senior staff including the Vector Control Manager, MEL Manager, and Finance/Admin Manager.
- Foster a respectful, collaborative, and high-performing team culture.
- Maintain effective communication with Abt HQ and in-country teams.
- Compliance & Financial Oversight
- Ensure compliance with Abt and USG financial, operational, and contractual requirements.
- Lead budget forecasting, expenditure tracking, and procurement planning.
- Approve procurement and payments ensuring accuracy and value for money.
- Monitoring, Evaluation & Learning
- Oversee monitoring plans and ensure timely data collection and reporting.
- Promote adaptive learning, knowledge sharing, and continuous improvement.
- Document and disseminate lessons learned and best practices.
- Minimum Qualifications
- Bachelor’s degree + 15 years of relevant experience,
OR - Master’s degree + 12 years,
OR - PhD + 10 years of experience
Preferred Qualifications
- Master’s or Doctorate in Public Health, Health Administration, Business, or a related field (Medical degrees welcome).
- Minimum 15 years of international health experience, especially in malaria prevention/control.
- At least 5 years of experience in senior project leadership for large-scale, donor-funded health programs.
- Strong team management and leadership skills across diverse, multi-disciplinary teams.
- Proven ability to work with USG agencies, ministries of health, and local organizations.
- Experience managing performance-driven, results-oriented projects.
- Excellent report writing and professional communication skills in English.
