Crown Agents are recruiting for a Programs Director, primarily based out of Zimbabwe but with responsibility for overseeing program delivery in Zimbabwe, Malawi, Mozambique and Madagascar. The position is full-time for three years. The candidate will be responsible for delivery of a grant management program responding to sudden onset crisis caused by flooding and cyclones across the four countries. The project will form a rapid response mechanism that will contribute to the first phase humanitarian response by programming funds to implementing partners or where none exist, take the lead in delivering humanitarian programs. The project team will identify potential partners, build capacity, monitor the emergency needs of the region, and program funds in the areas of shelter, WASH and logistics. The position will require a commitment to mobilise resources rapidly in response to a disaster declaration and the job holder should therefore be willing to work flexibly during such periods. The successful candidate will report to the Project Director based in the Humanitarian and Stabilisation team of Crown Agents UK.
The Program Director will be responsible for; Lead the project team to achieve in the successful delivery of the project and provide quality oversight against all program deliverables; Ensuring o the project team delivering activities in the sectors of shelter, WASH and logistics; Ongoing and in-depth humanitarian scanning and assessment of the target countries, early warning and monitoring against triggers and response modelling; Acting as the project representative in donor meetings, coordination forums, national governments, local and affected communities in the period prior to and immediately following a climate induced crisis; Acting as focal point and primary liaison to the client across the four program countries; Ensure vetting and due diligence compliance for all project grants or procurement; Ensure close relationships and good communications with grant recipients, with a view to ongoing readiness for rapid response; Ensure adherence to duty of care obligations, including oversight of effective safety and security management within the project/programme; Actively contributing to a culture of safeguarding and protection from sexual exploitation, abuse and harassment; Ensure that project financial practices comply with Crown Agents and donor contractual rules and regulations; Provide timely and accurate programme and financial reporting to the project/programme donor and Crown Agents headquarters on all programme areas, support the preparation of annual audited documents; and Undertake any other duties as are reasonably required.
About You – Essential
Master’s degree in Business and Administration, Operations Management or other relevant area, or experience in lieu of qualifications; Minimum 10 years of relevant experience in humanitarian programming with extensive leadership experience in one or more of the four target countries; Strong understanding of programme delivery within sudden onset emergencies in complex humanitarian, conflict and protracted contexts; Strong understanding and proven experience of working with US donors and familiarity with their policies and requirements; Excellent narrative and financial reporting and analysis skills; Familiarity with the international donor community and humanitarian coordination systems; Excellent oral and written communication skills, and cultural sensitivity able to communicate effectively with a range of audiences; Experience of operations management at a senior level with the humanitarian or stabilisation sectors; Experience in mainstreaming gender, protection, conflict sensitivity and ‘do no harm’ approaches into program delivery; A commitment to travel extensively to project countries; and; Fluency in English is a must, knowledge of a regional language is an advantage
About You – Desirable
Experience with delivering project M&E strategies including data collection methods, developing indicators and performance monitoring is an advantage; Preference will be given to applicants with sectoral experience in shelter, WASH and logistics and delivery of grants management programs in addition to the above project leadership competencies.
