Position Summary
A locally registered Not for Profit Faith Based Organization, ZACH intends and is looking for a Senior and experience health expert to immediately fill an anticipated five-year USAID-funded position working on comprehensive client centred and to lead a team of technical professionals in the implementation the Integrated HIV Care and Treatment Support Activity program in Manicaland and Midlands Provinces complimenting the Ministry of Health and Child Care. The position requires an individual who is well versed in USAID supported programs and Zimbabwe Ministry of Health and Child Care (MOHCC) health systems and HIV protocols; The COP position is very critical and requires an exceptional individual who can provide expert overall leadership, management, and vision to the program. The COP will have overall responsibility for coordination of all activities and staff. S/he will have the primary responsibility of serving as the key liaison with USAID, the Government of Zimbabwe, and other implementing partners and stakeholders. S/he will have the leadership qualities, technical expertise, management experience, interpersonal skills, and relationships to fulfil the requirements of the program description. S/he must serve as the institutional liaison and must be responsible for chief administrative and technical oversight of the project. The COP must work effectively in teams and collaborate in a multi-agency setting. The COP provides guidance to senior technical staff, ensures the responsiveness and quality of all work under the Activity, and oversees the framework to monitor and assure progress toward the achievement of the Activity’s goals and objectives.
Job Description
Guide, encourage and oversee all aspects of program planning, implementation, and management, both technical and financial; Provide vision and strategic leadership; Oversee and coordinate sub partner Contract; Serve as the leader of the Senior Management Team; Ensure compliance with award terms and conditions, USAID policies and regulations, and organizational rules and regulations; Serve as the project’s primary liaison with the Government of Zimbabwe including MOHCC, USAID and other donors, and multilateral and NGO partners; Provide technical guidance to PEPFAR partners in assessment, development, and implementation of data quality initiatives; Ensure responsiveness and quality of all technical work; Monitor annual work plans and monitoring and evaluation plan to ensure that the project is meeting goals, and analyse and resolve reasons for any delays; Ensure regular reporting to and timely submission of deliverables as required under the contract.
Qualifications
At a minimum, the COP must have the following qualifications: Master’s degree in public health or other relevant degree related to project’s outcomes; MD preferred; Ten years of demonstrated successful leadership in managing large, complex, donor-funded programs within non-governmental organizations or private sector in a developing country context; Recent, practical experience in managing large (at least $15 million annually) HIV/AIDS care and treatment programs; Demonstrated leadership in fostering successful partnership approaches and relationships among a variety of organizations/institutions including government, private sector, local NGOs, and community-based organizations; Familiarity with U.S. Government-funded programming, rules, and regulations such as FAR, AIDAR, and grants; Demonstrated effectiveness in developing and maintaining unbiased and professional working relationships with government officials, civil society partners, donors, and donor-funded implementers; Proven human resource management skills and demonstrated commitment to customer service; and Demonstrated ability to communicate effectively orally and in writing

Ability to develop and maintain strong relationships with government and civil society stakeholders; Demonstrated skills in problem solving and consensus building; Ability to travel intensively when health and safety concerns regarding COVID-19 diminish.

NOTE: The position requires individuals with the following Knowledge, skills & abilities. Demonstrated experience in working with commercial and non-governmental organizations to yield results toward common goals; Demonstrated capacity to build and maintain productive working relationships with government officials, civil society partners, donors, and donor-funded implementers; Familiarity with U.S. Government-funded programming, rules, and regulations such as FAR, AIDAR, and grants; Demonstrated knowledge of USAID policies, procedures and approaches related to program design/implementation, budgeting, monitoring and evaluation; Demonstrated excellent interpersonal skills and ability to motivate staff to be accountable for project outcomes; Demonstrated organizational skills and strong track record in meeting deliverables and deadlines and ability to provide oversight of financial and operational aspects of projects; and Experience interacting with government agencies, host‐country government partners and counterparts, and international donor agencies; Demonstrated effectiveness in developing and maintaining unbiased and professional working relationships with government officials, civil society partners, donors, and donor-funded implementers; Demonstrated ability to communicate effectively orally and in writing; Note individuals are subject to police clearance.
