Objectives of the consultancy

Developing and designing capacity evaluation tools; Assess the impact of capacity building of CBOs in the extractive industry. The CBOs are located in Zvishavane, Hwange, Marange, Penhalonga and Mutoko.

Background

A women’s rights organization conducted training sessions on gender and extractives for 6 civil society organizations.The project interventions included working with and supporting targeted civil society organisations that are already actively working to build movements on natural resource governance in the country to assist them build movements that are gender responsive; through equipping them with gender analysis tools, knowledge, skills and linking them up with broader women’s movements working towards women’s economic justice. The organization sees an opportunity to close the gender gap in the CSOs efforts by supporting them through structured training and development of gender analysis tools and creating platforms for linking up with women’s organisation. The organization requires a consultant to conduct an evaluation to assess the impact of the capacity building initiatives.

Proposed Methodology

In undertaking the assignment, the organization proposes the following methodology: Submit inception report detailing work plan for review, feedback and approval; Review secondary materials; Design and submit data collection tools for review and approval; Pre-test data collection tools; Conduct fieldwork to collect data; Analyse data and draft report; Submit draft report for review and feedback; Submit final report based on comments received.

Consultants

The assignment requires a team of consultants with the following attributes: Experience in and understanding of the mining legal and policy environment in Zimbabwe; Gender analyst – with the ability to conduct gender capacity of CSOs in the extractives industry; A thorough understanding of women’s socio-legal rights in Zimbabwe; Experience in conducting both qualitative and quantitative research; Experience in monitoring and evaluation in the extractives or gender; Experience working in the field especially hard to reach communities; Excellent communication and report writing skills; Strong team player; Proven ability to work in a self-driven, responsible and concise manner.

Deliverables

The assignment has the following deliverables:1. Inception report including a work plan with proposed methodology and tools 5 days after signing of the contract.2.The consultants is expected to send a first draft report by Wednesday 13 February 2019 which will be checked and commented. Feedback to the draft report will be given within 3 days after receiving the draft.3.The final report of the whole assignment will be made available latest by Friday 22 February 2019 followed by a workshop discussing the findings, conclusions and recommendations in detail.

Please submit a detailed proposal (not more than five pages excluding annexures) indicating: Consultant’s understanding of the work to be done; Clearly stating the proposed methodology to be used and methods of data collection for capacity evaluation of the CSOs and CBOs; A verifiable sample of any work related to women and the extractives industry (annexure); Work plan based on work to be done in Penhalonga, Zvishavane, Marange, Hwange and Mutoko (one CBO in each of these areas).

Financial proposal: Consultant’s fee rate and indicate the number of days anticipated to complete the capacity evaluation. The fees should include travelling costs and note that WLSA will not provide accommodation and DSA separately, these should be effected into the fees.
