Assistant Procurement Officer

Project summary

FACT’s Children Tariro (CT) Project seeks to mitigate the impact of HIV and AIDS on Zimbabwe’s children by enhancing care and support services for OVC. The CT project will provide a critical continuum of care and is earmarked to contribute to epidemic control through social-economic interventions that reduce vulnerability to HIV/AIDS. It strategically complements the four pillars of the National Action Plan for Orphans and vulnerable children which seek to strengthen children, their families and government to provide comprehensive care and supportive environment for children.

Purpose of the Position
The Assistant Procurement Officer will be responsible for ensuring that all procurement activities for FACT Zimbabwe are done in compliance with the set standards and procedures.

Roles and Responsibilities
Responsible for procurement according to the Procurement Plan and FACT Zimbabwe procurement guidelines; Ensure that the procurement process is complete and updated accordingly; Management of stocks and documentation of goods received and issued; Prepare and process requisition and purchase orders; Ensure compliance with donor and audit requirements; Develop a system of tracking procurement and logistics requests and generate weekly status reports; Evaluate and monitor the organization’s procurement processes and ensure that they are in line with USAID rules and regulation procurement standards; Research market information on different supplies and maintain accurate and up-to-date supplier database for supplies; Develop, maintain and continually update the pre-approved vendor database; Provide timely technical advice, guidance to and support to the District offices; Prepare accurate and timely reports and to carry out any other relevant duty as requested by the Finance and Administration Officer.

Essential Knowledge and Skills 
Excellent knowledge and experience of procurement in a not for profit organisation; Proven experience with USAID procurement guidelines; Clean class 4 driver’s licence

Qualifications and competencies

Relevant degree/bachelor’s degree in Purchasing & Supply/ HND/CIPS/CILT in procurement; At least 2 years’ experience in a similar position in an NGO sector; Computer literate and proficiency in Micro-Soft Office packages
