ASSISTANT DIRECTOR— ICT & EXAMINATION COMPUTER SYSTEMS DEVELOPMENT (Ref zimsechr/04/05/19)
KEY PERFORMANCE AREAS
The Assistant Director for ICT & Examination Computer Systems Development is the Head of Division and reports to the Director. He/She is responsible for the following:
1. Regularly reviewing and update the Council’s overall ICT strategy ensuring that it continues to reflect changes in the Council’s objectives, legislation, and the external technological environment
2. Effectively and efficiently managing the Council ICE projects
3. Planning and effectively monitoring ICT budgets ensuring that spending is appropriate and is within the agreed limits
4. Designing and implementing secure ICT systems for Educational Assessment to meet the Council’s strategic objectives
5. Designing and implementing effective security protocols to protect the integrity of examination assessment data
6. Maintaining a secure data recovery site
7. Planning. organizing, and managing the administrative and technical aspects of the ZIMSEC computing resources
8. Managing a wide range of areas of responsibility, such as servers, software application development, user training, micro-computer installation and maintenance, user support, and policy development regarding computing services for staff
9. Installing, maintaining, monitoring, and planning for associated technology related infrastructure to support both examination and administrative needs
10. Supervising the staff in the Division in supporting computing environment
11. Developing goals and objectives conducive to ongoing and enhanced capabilities, as it assists in the formulation of strategic planning for both short- and long-term activities
12. Ensuring the maximum security of the computer examination system
QUALIFICATIONS AND EXPERIENCE
The incumbent should possess the following:
o At least a Master’s degree in a computer-related area
o A minimum of eight years of work experience managing computing resources including experience with the design and maintenance of a multi-vendor computing environment
A minimum of five years of comprehensive Experience involving project management
o Experience with data servers and desktop computer applications, including email, internet, word processing, database, and
spreadsheets is required
o Work experience in an education environment is preferred
SKILLS REQUIRED:
o Strong supervisory. project management administrative, budget management, and technical skills are required
o
A demonstrated ability to manage multiple technical projects with a high degree of detail while working with potentially short deadlines is required
o An in-depth understanding of current and emerging information technologies is required
o The ability to maintain confidentiality in regard to information processed, stored, transmitted, or accessed by the systems is required
