VACANCY
The Public Service Commission is inviting applications to fill the following post in the Ministry of Transport and Infrastructural Development:
DUTIES AND RESPONSIBILITIES
- Spearhead the formulation and review of policies and regulations on the country’s air accident and incident investigations, in line with the Ministry’s mandate, strategic plan, and national development imperatives.
- Supervise the development and management of systems aimed at preventing and addressing aviation occurrences, engaging with public, private, military, local and international communities, as well as relevant authorities.
- Coordinate the administration of legislation and policies related to air accident and incident investigations, in alignment with the Civil Aviation Authority of Zimbabwe (CAAZ) and International Civil Aviation Organization (ICAO) Standards and Recommended Practices as specified in the Convention on International Civil Aviation (Chicago Convention).
- Provide expert advice on safety issues, safety programs, operational processes, and activities related to the Department’s roles and functions, including ensuring that law enforcement authorities/agencies are educated on aircraft occurrence investigations.
- Develop and manage systems that enhance Zimbabwe’s preparedness to handle major air accidents for all aircraft operating within, to, and from Zimbabwe.
- Oversee the development and management of the country’s air accidents and incidents database.
- Lead the development of capacity-building programs and policies that attract and motivate accident investigators for outstanding performance.
- Supervise the preparation of budgets and funding strategies for materials, equipment, and services required for aviation accident and incident investigations.
- Promote research and the collection of data and information on new accident and incident causes, including the use and maintenance of equipment and facilities for aviation accident investigation.
- Manage the incident/accident investigation and reporting database to facilitate the maintenance of aviation accident/incident records and the development of related reports.
- Compile and submit monthly, quarterly, and annual reports.
- Manage human, financial, and material resources allocated to the Department.
QUALIFICATIONS, EXPERIENCE, AND ATTRIBUTES
- A degree in Aircraft Operations, Engineering, or equivalent, with at least three specialized courses in Aircraft Accident Investigation.
- At least five years of flight experience with an airline, with a minimum of 5000 hours as Pilot-in-Command of an aircraft and an instructor rating, OR
- Former Commissioned Officer in the Police or Fire Department or a specialist from a Flight Safety Standards Division/Accident Investigations Department of a recognized regulatory or accident investigation authority, with at least five years of relevant experience.
- A Master’s degree in a related field is an added advantage.
- Specialized experience must include broad knowledge of aviation accident investigation legislation, regulations, procedures, policies, and practices.
- A high degree of maturity, self-discipline, initiative, and creativity.
- Strong communication skills with the ability to engage a broad spectrum of stakeholders.
- Proficiency in the use of information and communication technology in managing aviation accident/incident investigations, hazard identification, and aviation safety information management.
