The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is the implementing agency of the Federal Republic of Germany for technical and international cooperation. It offers flexible, sustainable and effective solutions in political, economic and social change processes. Most of the work of GIZ is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ). GIZ also operates on behalf of other German ministries as well as public and private bodies in Germany and abroad. These include the European Commission, the United Nations, the World Bank and governments of other countries.
Southern Africa is estimated to have amongst the highest prevalence rates of GBV worldwide, in particular of domestic violence. Generally, gender-based violence (GBV) tends to be highly underreported, and the actual figures are likely to be even higher. In international comparison the societal acceptance of domestic violence against women is higher in Sub-Saharan Africa compared to other developing countries. However, African societies are dynamic and in transformation. The gender equality and GBV prevention sectors count with strong local change agents coming to the fore and giving a voice to urban youth and grassroots organisations.
Against this background, the German and selected Southern African Regional Governments, including Zambia, have agreed on a joint initiative: The Partnerships for Prevention of Gender based Violence in Southern Africa (PfP-II). This is the follow-on module of the previous project (PfP-I), implemented in four countries (South Africa, Lesotho, Zambia and Zimbabwe) from December 2017 until November 2021. In the new phase, the programme will build on the experiences and successes of the first programme phase. While PfP-I was focused on improving the coordination amongst relevant stakeholders to establish multi-sectoral networks for primary GBV prevention, the new phase will focus on implementation of innovative and context-specific flagships for primary GBV prevention to alter social norms and practices that instigate GBV.
The overall objective of the programme is to strengthen the joint implementation of eGender Based Violence prevention flagships by regional, national and sub-national stakeholders across sectors in Southern African communities
Advisor for PfP II – Based in Harare

- RESPONSIBILITIES
The advisor will support the programme’s efforts to implement Output 1 and 2 in Zimbabwe and will help to ensure that the implementation of flagship activities support the delivery of Output 3 as well. In particular. The advisor will also be the representative of PfP II in Zimbabwe within GIZ structures as well as with other development partners, and national stakeholder and civil society. To this end, the advisor is responsible for:
- Providing implementing partners of the flagship activities with the necessary technical expertise and capacity development to undertake their tasks;
- Establishing and supporting the necessary structures for the management and coordination of the flagship activities;
- Innovation and knowledge management related to flagship activities;
- Establish and strengthen networks with stakeholder within GIZ, international development partners in Zimbabwe, civil society and other key stakeholder in the country.
The Advisor is also responsible for strengthening the capacities of the partners on the ground, especially in the field of stakeholder coordination.
The professional advisor performs the following tasks:

- Initiates and guides processes on developing new GBV prevention flagships, including risk and needs assessment, feasibility and expected impact
- serves as a first point-of-contact and advisor for the implementing partners of all flagship activities in Zimbabwe
- assists in the development and monitoring of (joint) project/ operational plans and activities
- supports the development of a results-based monitoring system for flagship activities, and advises partners on the continued application thereof
- assesses capacity development needs of the implementing partners and deals with the design, preparation and implementation of workshops, trainings and other capacity development measures
- develops and organises quality assurance measures and suggests necessary changes and improvements to the work of the implementing partners
- provides the necessary advisory services to all relevant stakeholders
- Networking and cooperation
The advisor
- participates and represents PfP II in Working Group Meetings and other exchange formats to establish relationships with the gender-based violence actors’ landscape in Zimbabwe.
- supports the set-up of multi-stake partnerships and promotes regular communication and functional working structures for the joint implementation and coordination of flagship activities.
- facilitates cooperation, regular contact and dialogue with and between implementing partners, as well as with other relevant governmental, non-government and private sector actors in the project environment
- facilitates sharing of the results, experiences and learning from the flagship measure at national and regional exchange forums (link to Output 3)
- Liaise closely with the programme’s key stakeholder regarding all matters of Output 2.
- Knowledge management
The advisor
- contributes to the monitoring, documentation and reporting on (the GIZ contributions to) flagship activities
- uses results-based monitoring data to suggest necessary changes and improvements to the contributions of GIZ to the flagship activities
- feeds lessons learned and gained knowledge into relevant GIZ networks and organizational units as well as partner network
- prepares appropriate input for PR materials and various programme reports including annual reports, and contributes to the other reports required by the programme manager and GIZ Head Office
- Coordination/ administration tasks
The advisor
- Works closely with, and reports to, the Programme Manager for the day-to-day planning and execution of their tasks
- assists with general project planning for the Zimbabwe component as well as the regional programme
- monitors and manages contracts (grants and services) between GIZ and implementing partners of the flagship activities
- coordinates relevant project activities at local and – where relevant – regional level in consultation with the Programme Manager and in cooperation with the partners
- ensures synergies with other programme activities and compiles the relevant information for joint activities and assignments
- Required qualifications, competences and experience
Qualifications
- Master’ Degree or equivalent level in Development Studies, Political Science, Law, Gender Studies or another relevant field.
- Proven expertise on issues pertaining to gender equality, preferably gender-based violence
- Proven experience in project management
- Have a good understanding and knowledge of the stakeholder landscape regarding gender equality and gender-based violence in Zimbabwe
- Good understanding and knowledge of the multi-stakeholder partnership approach and relevance of coordination
Professional experience
- At least 5 years’ relevant professional experience
- Frist experience with approaches for mainstreaming gender equality, good knowledge on gender-based violence and power relations
- Sector specific knowledge (e.g. water, education, religion) on gender is an asset.
- Track record on the successful establishment of partnerships and networks, including with donor agencies, government institutions, civil society and/or private sector companies
- Proven experience with project management, including managing contracts
- Experience with developing and facilitating trainings and workshops
- Proven experience working for an international cooperation organization
- Work experience with GIZ is an asset.
