MANDATE OF APPOINTING OFFICERS OF PARLIAMENT
Section 154 of the Constitution stipulates that the Clerk of Parliament and other Staff of Parliament are appointed on terms of service approved from time to time by the Committee on Standing Rules and Orders and are Public Officers, distinct and separate from the Civil Service.
These appointments are on a performance-based contract subject to the provisions of the Officers of Parliament (Terms of Service) Regulations, 2018.
Applications are, therefore, invited from suitably qualified and experienced Zimbabwean citizens with a clean disciplinary/criminal record, to fill in the following vacant positions: –
Job Title: Principal Director of Information Services
Grade: Principal Director Level
Location: Information Services Directorate
Reports To: Clerk of Parliament
JOB PURPOSE
To oversee the planning, development and implementation of strategies, policies and procedures relating to the provision of research and information services to Presiding Officers, Members and Staff of Parliament.
Job Description
Oversee the development of strategies for the continual assessment of the information needs of Parliament of Zimbabwe;
- Ensure that the infrastructure is in place for the efficient provision of current, relevant and timely parliamentary information;
- Manage the budget for the Information Services Directorate in accordance with approved priorities and the relevant rules and regulations;
- Ensure quality control of Bills Digests, background briefs, publicity material and any other material produced by the Information Services Directorate
- Oversee the development and deployment of information and communication technology appropriate to the needs of the Parliament of Zimbabwe;
- Develop and provide research and information services for Members and Staff of Parliament;
- Spearhead the development of human resource development programmes for officers within the Directorate;
- Develop synergies with other Parliaments, research and academic institutions for the provision of research and information services to Parliament:
- Keep Members of Parliament abreast with current developments in the legislative and policy field;
- Align individual staff objectives and responsibilities to the strategic objectives of Parliament and monitor the performance of staff in the Information Services Directorate; and
- Perform any other duties as assigned by the Clerk of Parliament.
Minimum Qualifications and Personnel Specifications
- An Honours Degree in Social Science, Arts, Information Communication
- Technology, Library Science or any other relevant discipline;
- A Master’s Degree in Political Sciences / Social Sciences / Administration;
- A relevant Post-Graduate Degree will be an added advantage;
- In-depth knowledge and understanding of the role and functions of Parliament;
- 10 years’ experience in Research / ICTs management, 5 of which must be at senior level
- Sound knowledge and understanding of research methodologies/ ICTs/ Information databases
- Ability to advise Presiding Officers, Members, Staff of Parliament and relevant Stakeholders on information services;
- Sound written and oral communication skills;
- Demonstrable knowledge and ability to implement Quality Management Systems (QMS) ISO 9001:2015 will be an added advantage;
- Demonstrable ability to produce high quality research papers, briefs and reports;
- Demonstrable oral and written ability to express ideas tactfully, clearly and concisely;
- Ability to maintain confidentiality and adhere to the Official Secrets Act at all times; and
- Capability to develop and maintain effective working relationships with Members, Officers of Parliament as well as with the general public
