Reporting Lines

Working under the overall supervision of the FAO Representative for Zimbabwe, the direct supervision of the LFSP-APN Chief Technical Advisor and in close collaboration with relevant FAO staff, donors, implementing partners, government and other LFSP components.

Tasks and responsibilities
• Conduct regular field monitoring, data collection, analysis and reporting in line with the Markets Development (MD) component and overall programme performance indicators, milestones and targets.
• Monitor the context to make sure the MD components of the LFSP Theory of Change and Logframe remain relevant and advise any need for review that arises.
• Provide capacity building, training and mentoring to other programme team members, field officers, private sector, Farmer Group Enterprises and Local Entrepreneurs on monitoring, analysis and reporting of Markets Development interventions.
• Establish if the planned number and quality of outputs has been achieved timeously, progress against targets figures are extracted from partner progress reports and summarised for consolidated periodic reports and other publications.
• Collect and analyze of key performance data such that the LFSP-MD has an ‘early warning system’ to track the validity of the theory of change, to pinpoint potential risks to the programme’s Value for Money (VFM) proposition, and to ensure that the programme looks beyond the output-led attainment of prescribed results.
• Ensure that the VFM measurement, analysis and reporting framework remains manageable, practical and proportional, i.e. that the framework itself offers VFM.
• Prepare data capture templates for entry of market actors including farmer group enterprises information from proposals and ensure all MD market actors data is up to date and make follow ups for any data gaps and under-reporting.
• Identify and conducting studies for lesson learning, research and analysis including managing the MD component information hub, share evidence, lessons, knowledge and information across programme partners.
• Supervise and manage the MD component Monitoring, Reporting & Knowledge Management activities and staff
• Contribute to the design and implementation of a revamped programme and component level LFSP M&E & reporting system
• Identify potential bottlenecks and risks before they become problems, and take mitigating action to ensure the successful and timely completion of all activities that contribute to project results.
• Perform other related duties, including the direct implementation of some technical activities, as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements
• Advanced university degree in agribusiness, agricultural economics or related field.
• At least 10 years of relevant field experience in monitoring, evaluation, reporting and knowledge management for an integrated programme involving private sector partners
• Working knowledge of English
• Being nationals of Zimbabwe
