Job Summary
WFP’s contributes to urban and rural infrastructure development, including through food or cash for assets activities. Infrastructure may include dams, irrigation canals, diptanks, tertiary roads, market structures etc. The Engineer provides construction and engineering expertise and contribute to the efficient delivery and quality outputs.
The Engineer operates under the direct supervision of the Head of Resilience. The position holder is involved in day–to-day practical engineering activities and analytical work. Subject to the overall guidance, job holders complete assignments and provide advice on engineering issues, applying the established norms, standards regulations and providing expertise in making determinations and recommendations across a range of daily activities.
Duties And Responsibilities
Contribute to the implementation of WFP policies, standards, norms and practices ensuring compliance with the wider WFP policies, procedures, guidelines and operations.
Provide engineering and project management services, apply best practices, standards and innovative technologies that comply with WFP standards and processes.
Provided technical guidance in support of construction procurement process
Undertake capacity gap needs assessment of the partners and organize capacity building programmes (workshops, training, exchange visits etc.) to address these gaps.
Support Local authorities and WFP Cooperating Partners in designing quality projects that address the underlying causes of food insecurity.
Contribute towards analysis of the project proposals to enable effective decision making on project technical feasibility.
Monitor the implementation of the projects through field visits and provide necessary technical support.
Collate data and contribute to preparation of accurate and timely reporting on outputs to facilitate informed decision-making and consistency of information presented to stakeholders.
In liaison with the WFP Monitoring and Evaluation Unit, ensure the establishment and maintenance of a sound database of infrastructure built and rehabilitated.
Work closely with Head of Field Offices and CO Rural Resilience team, providing technical guidance that support procurement of quality non-food items and ensure they are supplied to the communities for effective implementation of projects.
Perform other related duties as required.
Contribute to gender transformation, youth engagement and the inclusion of disadvantaged groups in all Programme efforts.
Coordinate environmental impact analyses and monitoring as related to infrastructure development
Participate in technical or design review, exchange of knowledge and experience keeping abreast of water harvesting technologies and engineering technologies in general, to facilitate implementation of innovative engineering solutions.
Support building of partnerships with other UN agencies, NGOs & Government to improve synergy and impact of the projects.
Prepare evidenced based recommendations for senior staff on measures to improve WFP facilities suitability to operational purpose, safety, and efficiency of structures and equipment.
Contribute to preparedness actions, providing technical recommendations and guidance and monitor the management of risks.
Qualifications And Experience
STANDARD MINIMUM QUALIFICATIONS
Education: Advanced University degree in Irrigation Engineering, Agricultural Engineering or Civil Engineering, from a recognized university or related Engineering discipline. Hold or be eligible for Accreditation to “Professional Engineer” or “Chartered Engineer” status, or recognized equivalent by an appropriate national or international regulatory authority.
At least five years relevant engineering field experience at country level, implementing community-based development projects
Registered with the relevant Institute of Engineers
Procurement and contract management experience using FIDIC contracts suites.
Competent in use of survey tools
Working knowledge of AutoCAD and/or Civil 3D
Proficiency of English is required; knowledge of Shona, Ndebele and/or other languages spoken in Zimbabwe is desirable.
OTHER SPECIFIC JOB REQUIREMENTS
Ability to perform environmental and social impact assessments of WFP programmes.
Demonstrates a strong proficiency in developing project scopes, engineering and design proposals, and identifying required tasks and milestones.
Applies working knowledge of project management tools, engineering technologies, techniques and best practice to track and monitor project progress, delivering projects on schedule and on budget.
Applies advanced engineering knowledge in own area of responsibility and working knowledge of other engineering disciplines to provide technical support to operations and projects. Leads independent action and decision making in an engineering context.
Monitors trends in staffing and resource usage to anticipate and escalate potential issues to programme leaders and key clients.
Utilises understanding of risk management approaches and internal controls to monitor projects and programmes to confirm regulatory compliance, ensure data integrity and ensure client satisfaction.
