Summary
DAPP Zimbabwe is in search of a qualified Technical Program Director for an anticipated USAID-funded Orphans and Vulnerable Children (OVC) project to reduce vulnerabilities associated with HIV and gender based violence (GBV) among OVC and adolescent girls and young women (AGYW). DAPP is an experienced, local implementer of integrated and layered community health and development activities that address root causes of pressing issues affecting OVC and their caregivers in both urban and rural areas, including high HIV and TB burden districts. DAPP supports OVC to reach their fullest potentials and improve their quality of life by engaging them and other local stakeholders in efforts to identify and remove barriers to quality health and social services, especially across the HIV continuum.
About the Position
The Technical Program Director (TD) is a full time position, responsible for technical oversight of the program, including work planning and reporting. He/she will provide technical assistance, supervision and coordination of staff and partners, in collaboration with OVC stakeholders and relevant government ministries to ensure effective delivery of project activities to meet stated goals. The selection of the applicant is subject to USAID approval. Salary and benefits will commensurate with qualifications and experience.
Duties And Responsibilities
Primary Duties and Responsibilities
• Provides technical leadership and direction to the project in alignment with USAID’s technical guidelines, technical standards and best practices from the global evidence base;
• Designs and lead project efforts to address the needs of OVC, AGYW and their caregivers, ensuring quality delivery within timeframe and budget;
• Provides technical supervision and oversight of program implementation in target districts in coordination with consortium partners and key stakeholders;
• Ensures project learning is incorporated to in an ongoing way to strengthen impacts;
• Works with key stakeholders (government, NGO, CBO, and private sector partners) to enhance project uptake and support;
• Keeps abreast of OVC research and policy developments to inform program strategy;
• Develops high-quality technical reports and deliverables for timely submission to USAID;
• Coordinates with other senior team members and leadership, to ensure project compliance with donor requirements, policies, and regulations, including for child safeguarding;
• Oversees all programmatic and technical aspects of the project, including technical quality and cross-cutting considerations (e.g. child safeguarding, gender integration, SGBV, community-clinical coordination, and positive youth development);
• Assists the CoP in providing technical direction to project implementation to ensure completion/graduation from program activities, linkage to services and better clinical outcomes for OVC;
• Works closely with the COP and MEL Manager to ensure program components are carried out with fidelity, quality and efficiency, adhering to international standards for human rights and social and child protection.
Qualifications And Experience
Required Qualifications
• Degree in public health, social work, child development, education or related field;
• At least 8 years of experience wiht OVC and AGYW programming, preferably USAID/PEPFAR grants or cooperative agreements;
• Technical expertise in at least 2 of the following areas: HIV prevention, treatment, care, and support; social and child protection; system strengthening; Gender; psychosocial support; economic strengthening; positive parenting; nutrition education; early childhood development;
• Demonstrated understanding of Zimbabwe’s National Orphan Care Policy, new developments and lessons learned from related work, and evidence-based OVC curricula and resources;
• Demonstrated skills in planning, program management, implementation, and monitoring;
• Experience collaborating with government institutions, especially the Ministry of Public Service, Labor and Social Welfare and Ministry of Health and Child Care at all levels;
• Strong managerial, supervisory, analytical, and interpersonal communications skills, including dynamic facilitation and presentation skills;
• Fluency in English; Proficiency in the relevant local languages is a plus.
