Summary
Development Aid from People to People Zimbabwe (DAPP) is seeking a qualified Chief of Party (COP) to lead an anticipated USAID-funded Orphans and Vulnerable Children (OVC) project to reduce vulnerabilities associated with HIV and gender-based violence (GBV) among OVC and adolescent girls and young women (AGYW). DAPP is an experienced, local implementer of integrated and layered community health and development activities that address root causes of pressing issues affecting OVC and their caregivers in both urban and rural areas, including high HIV and TB burden districts.
About the Position
The COP is a full-time position with overall responsibility for project coordination, personnel management, and accountability. The COP serves as the primary liaison between USAID, the Government of Zimbabwe (GOZ) and key OVC stakeholders, ensuring that the project meets stated goals and reporting requirements. She/he will provide technical direction, management, leadership and financial oversight, maintaining an effective project management team, coordinating activities, managing subrecipients and overseeing an effective monitoring, evaluation and learning system. The COP will report to the Executive Director of DAPP. The selection of the applicant is subject to USAID approval. Salary will be commensurate with qualifications and experience.

• Leads overall implementation and management of the anticipated program, from inception to close-out, ensuring that the program achieves established goals, objectives and targets
• Provides strategic guidance, leadership, management and general technical support to activities
• Anticipates implementation risks and issues, and makes necessary adjustments when needed
• Liaises closely with the government and relevant ministries, and manages partner relations to promote respectful and effective collaboration and communication among key stakeholders
• Continuously develops operational efficiencies and drives innovations in program delivery
• Oversees development and submission of project deliverables on time and within budget
• Recruits, trains and supervises long- and short-term team members and consortium partners
• Act as a spokesperson for the program and presents its work at regional/global conferences
Qualifications And Experience
Required Qualifications
• A Master’s Degree or higher in public health, social sciences, international development, organizational management, public policy/administration, or related field.
• Technical expertise in policies, programs and services for vulnerable and high-risk populations [OVC, youth, HIV exposed infants (HEI) and adolescent girls and young women (AGYW)]
• Demonstrated knowledge of Zimbabwe’s National Orphan Care Policy, lessons learned from past or existing OVC efforts, and evidence-based and research informed practices for improving the situation of OVC in Zimbabwe.
• 5+ years prior Chief of Party / Program Lead experience, managing large international donor-funded programs, preferably USAID grants or cooperative agreements.
• At least 10 years of experience implementing and managing complex HIV linked to OVC, AGYW gender related programs in the Southern African region at a senior level of similar scope and size, with significant experience in PEPFAR programs;
• Experience designing, implementing and managing large-scale projects with multiple partners;
• Experience with capacity building, quality improvement, community advocacy, and systems strengthening to improve the health and socio-economic status of OVC and AGYW;
• Demonstrated strengths in financial, personnel, technical and sub-grant management
• Fluency in English writing, facilitation and presentation skills; proficiency in the relevant local languages is a plus.
