Context
APOPO is an international mine action NGO with over 20 years of experience in humanitarian Mine Action. APOPO is best known for its mine detection rats and dogs. Other mine action components that are typically integrated into APOPOs global mine action toolbox are manual demining teams and mechanical brush cutters. The situation on the ground in each country will, however, determine the best composition of APOPOs capacity. Globally, APOPO has cleared and released over 64 million square meters of land and destroyed over 140.000 landmines and explosive items in five countries, helping almost one million people gain access to safe land for productive use.
In Zimbabwe, landmines affect not only local populations but also their precious wildlife. APOPO is set to begin clearing landmines along the Cordon Sanitaire minefield that affects the Sengwe Wildlife Corridor in the fall of 2020. APOPO’s goal is to clear the assigned area by Zimbabwe’s 2025 landmine-free deadline, releasing local populations and endangered wildlife from the threat of landmines and opening up eco-tourism opportunities.
In Mozambique, early 2015, APOPO proudly and safely finalized all humanitarian mine clearance tasks which lead to Mozambique’s Mine-Free declaration. Still, APOPO remains present in the country to carry out residual risk and ammunitions clearance tasks such as the detection and clearance of explosive items in the Malhazine Complex in Maputo City.

Role
We are seeking to hire an experienced and highly motivated Programme Manager (PM) for our Mine Action Programme in Zimbabwe and Mozambique to lead teams with in total over 100 motivated staff members. The PM will be based/work mainly in Harare but he/she is expected to visit APOPO’s activities in Mozambique occasionally, as required.
Requirements
The PM should have the following profile:
- Minimum 10 years of mine action experience and minimum 5 years of field experience
- Detailed understanding of the concept and of the implementation of Land Release (LR), both in theory and in practical management;
- Experience in operational planning of mine action activities;
- Experience in interacting with Mine Action Authorities;
- Experience in resource mobilization.
- Knowledge of International Mine Action Standards;
- Demonstrate excellent communication skills (government, donors, partners, internally);
- Experience in proposal development, donor reporting, partner/donors relations, grant monitoring, management, information management, administration and contract compliance;
- Demonstrate excellent management and leadership skills;
- People management experience with highly developed social and communication skills and cultural competence;
- Sound judgment, maturity, patience, flexibility and adaptability;
- High degree of self-motivation and ability to work with minimum supervision in remote areas;
- Well-developed computer skills (word processing, spreadsheets, database use, and common software packages);
- Good networking skills and ability to engage in partnership processes with other organizations;
- Capacity to organize, prioritize, and delegate (where appropriate with follow-up) a heavy load efficiently and cope with a high degree of pressure;
- Fluency in English and Portuguese language skills are an advantage.
Key responsibilities
Implement and manage APOPO’s Mine Action strategies
- Implement the strategy in Zimbabwe and assist ongoing development/implementation of strategies in Mozambique;
- Develop and document strategies and an implementation plan in line with APOPO’s strategic goals;
- Actively engage in the search for funding for operations;
- Manage staff members who are working for the program;
- Manage the administrative and logistic aspects including budget of the project, in line with APOPO policies and procedures;
- Recruit local staff as required;
- Implement and fine-tune tools, methodology, and training modules for staff, including APOPO SOP’s.
Promote APOPO’s mine action activities
- Raise APOPO’s profile with stakeholders in Zimbabwe and Mozambique;
- Strengthen the existing networks with central and local authorities and liaise with new local partners and stakeholders;
- Ensure appropriate documentation of operational activities and regular reporting to the national authorities;
- Present APOPO’s work and concepts at conferences, workshops and other relevant fora;
- Liaise with current and potential stakeholders, operational partners and donors.
Be an active member of the APOPO management team
- Write and submit regular progress reports to the Head of Mine Action;
- Report any relevant information about the project and stakeholders;
- Participate in mine action management meetings;
- Provide input to the communications team in support of the website or general communications;
- Assist other APOPO projects when appropriate.
