About
ARC (Adult Rape Clinic to be known as After Rape Clinic) is a Private Voluntary Organisation (PVO, 61/18) working to deliver medicolegal and counselling services to survivors of sexual violence and promoting awareness on prevention of sexual violence. ARC operates SGBV clinics in Harare, Kadoma, Gokwe, Mutare and Masvingo. ARC’s employment policy respects gender and human rights and offers opportunities to all without discrimination. ARC has a zero- tolerance policy towards sexual exploitation and abuse, and violations of child safeguarding values.
Position summary
We are looking for an experienced Director who will be reporting to the Board Chairperson and Board of Trustees. The Director is the head of the organisation and is mandated to give direction to the daily operations of ARC by implementing Board policies and resolutions, designing and implementing programmes that fulfil the organization’s vision and mission. The Director, working closely with the Financial Administrator and the Project and Clinic Managers, is responsible for the overall administration of the secretariat to ensure compliance by all departments with the ARC strategy and policies of the organisation as approved by the Board.
Primary duties and responsibilities
Board governance
Responsible for leading ARC in a manner that supports and guides the organisation’s mission as defined by the Board of Trustees; Responsible for communicating effectively with the Board and providing, in a timely and accurate manner, all information necessary for the Board to function properly and to make informed decisions; Report to and work closely with the Board of Trustees to seek their involvement in policy decisions, grant and proposal writing and to increase the overall visibility of ARC throughout the country and regions; Secretary to the Board and Board Committees.
Financial performance and viability
Fundraise to ensure the financial health of the organisation; Responsible for ensuring financial compliance, accountability and transparency in consultation with the Board of Trustees; Responsible for the fiscal integrity of ARC to include submission of a proposed annual budget and monthly financial statements to the Board, which accurately reflect the financial condition of the organisation; Responsible for fiscal management that ensures operating within the approved budget, maximum resource utilization, and maintenance of the organisation in a positive financial position; Oversee the preparation of the ARC budgets in line with the strategic plan and needs of funding partners and seek approval from the Board prior to implementation.
Organisation mission and strategy
Works with Board and staff to ensure that the mission is fulfilled through programmes, strategic planning and community outreach; Provide overall leadership in the implementation of the approved strategic framework and programmes in partnership with the Management Team; Responsible for the enhancement of ARC’s image by being active and visible in the community and by working closely with Government Ministries, and other professional civic and private organisations; Ensure that there is a good working relationship between ARC and all concerned stakeholders.
Organisation operations
Oversees and implements activities to ensure that the operations of ARC are appropriate; Responsible for the good performance of the organisation including carrying out monitoring and evaluation of activities; Responsible for signing all notes, agreements, and other instruments made and entered into and on behalf of the organisation; Representing ARC as its primary spokesperson to the organisation’s partners, the media and the general public; To grow the ARC’s brand and maintain its reputation for it to become the most popular Sexual and Gender violence organization nationally; Lobbying key government officials and institutions in order to influence the creation and effective enforcement of relevant systems and legislation; Ability to scan and analyze the economic, political and business environment in which the organization operates.
Human resources and administration
Responsible for the effective administration of ARC’s policies and procedures; Responsible for the hiring and retention of competent, qualified staff; Regular upgrading of employment and administrative policies and procedures for all functions and for the day-to-day operations of ARC; Supervising, supporting and collaborating with ARC staff; Development of the organisation’s Human Resources (HR) policies and procedures documents to ensure that these are up to date and in line with HR legislation; Overseeing Training, Outreach and Awareness, Clinic, Finance and Administration activities; Review and present to the Board through the Human Resources Committee quarterly, annual and ad-hoc HR reports; Develop HR-related processes for staff such as, travel and per-diems, and promote equity, transparency and consistency in the interpretation, determination and administration of HR policies and procedures.
Qualifications And Experience
Person specifications
Minimum educational and professional qualifications
Master’s Degree in Public Health / Law / Psychology / Nursing Science / Social Sciences / MBA / Equivalent; Qualifications in project management and counselling.
Experience and competencies
At least 5 years’ experience leading an organisation working in sexual violence or related work; Senior project management experience with at least 5 years of demonstrated successful leadership in managing large, complex, donor-funded programs within non-governmental organizations; Experience with Sexual and Gender Based Violence (SGBV) and prevention, systems strengthening, organisational development and capacity building, service delivery, quality improvement or policy development is desired; Strong track record in the design and implementation of Sexual and Gender Based Violence (SGBV) projects / programs; Proven track record of achieving significant fundraising and cost recovery targets from range of funders; Experience in monitoring & evaluation of projects / programmes including demonstration of impact; Experience in leading and contributing to the generation of pieces of research, learning and other high-quality programmatic publications; Experience in leading and supporting proposal design, including of major global submission; Experience in representing an institution in high level programmatic and policy spaces; Strong problem-solving abilities.
Key skills and competencies
Advanced computer literacy; Must be of high integrity and have traceable references; Excellent verbal & written skills, proficiency in English; Sound strategic thinking and leadership in establishing and / or developing partnerships and portfolio; Strong negotiation and influencing skills – with a proven ability to operate in complex institutional / organizational settings; Ability to train and build capacities on sexual violence, providing mentoring and ad hoc support; Ability to confidently communicate to a variety of audiences, from senior technical staff in high level for a to non-specialist audiences; Ability to lead on the production of high-quality publications, by authoring research pieces or managing research partners, authoring and other learning or communications products (e.g., policy briefs, blogs, etc.); Basic qualitative and quantitative research design and analysis skills; The ability to spot strategic funding and partnership opportunities and design effective engagement plans for funding success; Clean class 4 Driver’s License.
