About
Zimbabwe Health Interventions (ZHI) is a not-for-profit human development organisation which is registered as a Trust under the Zimbabwe Deeds Registries Act (Chapter 20:05). ZHI’s mission is to develop and deliver innovative and sustainable high impact integrated health interventions with local communities while working with and strengthening existing institutions. Zimbabwe Heath Interventions (ZHI) is seeking applications for District SIE Officers for an anticipated USAID/PEPFAR supported five-year Care and Treatment project in Zimbabwe. The focus of the project will be to increase the availability and quality of comprehensive HIV prevention, care and treatment services through support to the health sector and community-based interventions, with a focus on ensuring all HIV positive individuals know their HIV status, are on treatment and are virally suppressed and those at risk of contracting HIV access high impact prevention services including prevention of mother-to-child transmission, pre-exposure prophylaxis and post violence care. Recruitment is contingent upon successful award of the project.
Basic function
The DSIE Officer will lead Zimbabwe HIV Care and Treatment programme efforts to strengthen monitoring and evaluation, and performance reporting within the targeted geographic areas, which may include providing support to district level MOHCC staff and health facilities to monitor, document and analyse the performance of their HIV care and treatment services & interventions and ensure data quality. The SIE officer technically reports to the Provincial SIE Officer and administratively to the District Team Lead. The position will contribute to overall improved quality of data generated by the district, improved HIV Monitoring & Evaluation systems as well as ensuring that data are correctly and timely entered into MOHCC DHIS.2, ZHCT-HIV DHIS.2, PEPFAR DATIM and other necessary platforms.
Job description
Lead the implementation of all SIE activities in the district; Provide supportive supervision to heath facilities and communities on SIE related activities including recording and reporting using appropriate tools. Intensive mentorship of facility level MOHCC staff to ensure they are able to collect, consolidate, verify, analyse and use their data for facility level data driven decision making and quality improvement activities; Work with DHIO/DEC to build the capacity of facility staff on SIE related activities; Participate in DHT coordination meetings and provide feedback on trends and performance updates from health facility level data analysis; Work with facilities to ensure systematic filing (cohort) and management of ART patient booklets, both in hard copy (green books) and electronic (ePMS/EHR/ePOC) to promote quality patient care; Support the efficient and effective use of e-health systems in facilities for quality service provision, e.g., appointment setting and defaulter tracking; Ensure timely and complete entry of data from priority sites onto, MOHCC DHIS.2, DATIM, ZHCT DHIS2 database and other necessary platforms; Participate in continuous review of monitoring tools and provide feedback to ensure that the tools are relevant for the program; Use data to identify key program issues to ensure monitoring systems are improved to address bottlenecks; Work with DHIO to cascade national level SIE practices including rolling out revised guidelines, tools and approaches for the district; Support district to implement strategies in response to PEPFAR MER and other data requirements; Ensure longitudinal patient monitoring aspects of case based survelliance are done to ensure high-quality HIV programming is retaining people in care and keeping them virally suppressed to avoid recurrence of the epidemic; Support programme documentation efforts through success stories, research and manuscripts drafting; Supervision of the SIE Assistant and Data Entry Clerks where relevant; Data Quality Improvement and Capacity Building; Conduct data quality improvement activities at district and facility level, which include data triangulation meetings, data review and analysis and on-site data verification; Ensure that facility managers conduct routine register checks and OI/ART care booklet audit; Provide backup support to the program team at district level and prepare reports for the district and the sites; Support sites in the maintaining a DECs supervision system using the DEC schedule; Support site data consolidation meetings; Build capacity of sites to utilise site level data to improve service delivery through Quality Improvement (QI) corners, specifically assisting facilities to monitor progress on QI indicators using relevant graphs; Ensure the Electronic Patient Monitoring System is up to date per given time; Data Analysis, Reporting and Utilization; Provision of strategic information for district level decision making in relation to programme performance monitoring and planning for implementation; Support district and facility level teams to produce cascades for relevant HIV services; Analyse routine monthly, semi-annual and annual data in line with data analysis plan and provide feedback to programs and the DHT; Work with community partners to de-duplicate and analyse HTS data and linkage trends; Perform cohort analysis for linkage and entry point analysis for HIV positive clients; Produce High Frequency Reports, monthly and quarterly SIE reports based on agreed indicators that will guide decision-making and program implementation at district level.
Knowledge, skills and abilities
Sound knowledge and experience regarding data management and well-developed computer skills. Sensitivity to cultural differences and understanding of the political and ethical issues surrounding HIV infections; Ability to work well with others and to develop and maintain compatibility among project staff, consultants and recipients of assistance; Ability to manage tight deadlines and deliver high volumes of work with minimal supervision; Demonstrated attention to detail; ability to follow procedures, meet deadlines and work independently as well as cooperatively with team members; Willing to ride a motor bike.
Qualifications and experience
A quantitative degree in mathematics, demography, statistics, public health, or social sciences; Minimum of two years of experience and demonstrated practical skills in monitoring HIV and AIDS, TB, care and support programs; Demonstrate working knowledge of quantitative data collection using the MOHCC systems, including data analysis using Excel, Epi-Info, or any other data analysis software; Familiarity with and good working knowledge of MS Office packages; Experience working with multiple stakeholders and familiarity with PEPFAR indicators and reporting requirements will be an added advantage; The ability to speak local languages (Ndebele; Shona) in the respective area is highly desirable.
